Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

on Wednesday, 9 June 2010 at 7.30 pm

 

PRESENT:                                          Mr W Hollands (Chair), Miss M Smith, Mr R Buss, Mr B Howe

1.         APOLOGIES FOR ABSENCE

An Apology for Absence was received from Mrs L Holman (family commitment),

Mr H Clark (prior engagement), Borough Councillor Mr P Davison and County Councillor Mr M Angell

 

2.         DECLARATIONS OF INTEREST

M Buss and Mr Howe declared a personal interest in matters pertaining to

Shadoxhurst Recreation Committee.

 

i)     Updating of Declarations of Interest for the Code of Conduct

              Councillors are reminded that they should update their Declarations of Interest with

              the Monitoring Officer if necessary.

 

3.         DISCUSSION WITH REPRESENTATIVE OF COMMUNITY PAYBACK

Following a discussion with Mrs Medlock it was agreed that councillors would like the members of Community Payback to visit and undertake various tasks around the village.

 

The Clerk will meet with Mrs Medlock on 16 June to discuss exactly what they can do.

 

4.         PUBLIC INTERVAL

A discussion on the future of the Church took place at this point and the outcomes have been minuted under the appropriate headings.

 

The meeting was open to the Member of the Public present from for questions and comment.

5.         ACCEPTANCE OF MINUTES OF PREVIOUS MEETING  

 Minutes 324 of the previous meeting were accepted and it was unanimously agreed

 that Mr Hollands should sign them.

     Insurance

     The Clerk reported that she now had all the receipts in connection with the bus shelter

     and would send them to Came & Co.

 

     Newsletter

Following discussion with Mrs West it was agreed to include an item on the Church in the

next newsletter.

 

The Chairman will also send his report for inclusion.

Crime and Disorder

Following the recent break in at the Pavilion, councillors authorised the repair of the windows.

It agreed to hold a Public Meeting at 7.30 on 8 July, at 7.30 pm, immediately before the next

Parish Council meeting to allow councillors to discuss the future of the pavilion with Shadoxhurst residents.

          Appearance of Village

          Resolution:    

          Councillors unanimously agreed that Mr Hollands should contact a local gardener

          and ask them to undertake the upkeep of the village sign garden.

 

          Councillors unanimously agreed that Mr Hollands should arrange for £50 worth of plants to

          be planted in the Parish Council planters.

 

Play Area

Councillors were very concerned at the report from a member of the public that her dogs were attacked by an uncontrolled dog, whilst she was with her grandchild at the Play Area recently.  The issue is a matter for the police and the Dog Warden.  The Dog Warden has been informed and a phone number for the police was given to the resident.   

 

Mr Buss reported that Digley Associates undertook their inspection last week.  Once the report is received any issues raised will be dealt with.

Nothing to report.

Nothing to report.     

 

  9.     PLANNING

          Please see attached list.

 

10.     OUTSIDE REPORTS

          Recreation Committee     

          The Recreation Committee have not had a meeting.

 

          The future of the bonfire event needs to be discussed. 

 

          Mr Hollands reported that he had been contacted by a member of the public regarding the fact

          that the ramp into the hall has not been installed.  Mr Howe will follow this up.

 

          Tree Warden

          The vandals who broke into the pavilion also ring barked one of the trees in the

          Recreation Field.

 

          Borough Councillors Report

     Neither Councillor was able to attend the meeting.

 

          County Councillors Report

          Councillor Angell was not at the meeting.
