Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

on Wednesday, 15 September 2010 at 7.30 pm

  1. APOLOGIES FOR ABSENCE

An Apology for Absence was received from Borough Councillor Hicks,

Borough Councillor Davison and County Councillor Angell


  1. DECLARATIONS OF INTEREST

Mr Buss and Mr Howe declared a personal interest in matters pertaining to

Shadoxhurst Recreation Committee.


  1. Updating of Declarations of Interest for the Code of Conduct

Councillors are reminded that they should update their Declarations of Interest with

the Monitoring Officer if necessary.


  1. PUBLIC INTERVAL

The meeting was open to the Members of the Public present from for questions and comment from 7.35 – 8.27.


  1. ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

Minutes 327 of the previous meeting were accepted and it was unanimously agreed

that Mr Hollands should sign them.

  1. MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES

The Clerk reported that she had received an email from Councillor Angell with the following

telephone numbers attached, to be used by parishioners if they need to contact the police:-

We received an email from ABC Planning following our letter regarding Duck Lane.

The Clerk will forward it to Mr Buss who will reply on behalf of the Council.


  1. CHAIRMAN’S REPORT

The Chairman reported that he has spent a lot of time recently at the Recreation Field dealing with the aftermath of the vandalism and meeting with Community Payback.

General Communication

The Clerk reported that she is receiving an increasing number of emails and phone calls from

Members of the Public asking for general help, for example with looking up the telephone

numbers of local shops, societies etc, which she does not always have immediately to hand. Finding the information can sometimes take up quite a lot of time and in order to be able to incorporate these requests into the 5 hours a week for which she is employed by Shadoxhurst, she asked Councillors to ensure they reply promptly to any calls or emails to avoid her having to follow up.

She would also appreciate being given notice if Councillors are away for any length of time so that she knows she will not receive an answer immediately.

Broadband Coverage in Shadoxhurst

Following a presentation by KCC during the Public Interval, Councillors agreed to

ask Mr Mike Vickery to work with them in a professional capacity and assist them in applying for the KCC Grant to allow us to improve Broadband coverage in Shadoxhurst.

Councillor Clark will be Mr Vickery’s Parish Council contact and deal with the grant application form.


Insurance

Mr Buss took the list of Aviva’s requirements with regard to Bonfire Night. He will ensure

that everything is done and a risk assessment is completed.


Newsletter

The Clerk received an article from Mrs Couling and asked Councillors whether they were happy for it to be included in the next Newsletter. It was agreed that Mrs Holman should produce an article for the newsletter, incorporating the information received from

Mrs Couling.


Miss Smith will submit a report on the recent Ordination at Kingsnorth,

Mr Buss on Bonfire Night, Mr Clark on Broadband Coverage and we will include anything

we receive from ABC regarding the proposed Chilmington Green Development.

Crime and Disorder

The Clerk was asked to invite the PCSO’s and Community Warden to the next meeting to

discuss the problems we are having in the village.


Appearance of Village

Some of the recently planted trees have been damaged by vandals. Councillors agreed not

to replace them until we the problem of anti social behaviour in the village has been dealt with.


Play Area

Mr Holland took the Report from Digley Associates to look at.


Risk Assessment

This has still not been completed. Miss Smith and Mr Buss will undertake it as soon as possible.


Traveller Sites

Nothing to report.


Future of Shadoxhurst Church

Nothing to report.


Future of Shadoxhurst Pavilion

We accepted the quote for the replacement windows and doors and are waiting for the work

to be completed. An outside tap has recently been installed.

9. OUTSIDE REPORTS

Recreation Committee

Councillors had no comments to make on the Village Hall Accounts which were circulated at

the last meeting.


The Recreation Committee have not had a meeting recently.


Tree Warden

Nothing to report.


Borough Councillors Report

Neither Councillor was able to attend the meeting.


County Councillors Report

Councillor Angell was unable to attend the meeting.

Nothing to report.



10. VILLAGE RESPONSIBILITIES

Matters Arising from the Round Robin

There were no Matters Arising.


Items to be reported to the County Lengthsmen

The Clerk will ask Jennie Wickenden to contact Mr Hollands and arrange a Parish Visit.


11. FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

The November meeting will be held on 17 November not 10 November as scheduled.

There being no other business the meeting closed at 9.40 pm.
