Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

on Wednesday, 16 September 2009 at 7.30 pm

1.        APOLOGIES FOR ABSENCE

An Apology for Absence was received from Mr H Clark (prior engagement).

 

2.        DECLARATIONS OF INTEREST

Mr Buss Mr Howe and Mr Pilton declared a personal interest in matters pertaining to

Shadoxhurst Recreation Committee.

 

i)    Updating of Declarations of Interest for the Code of Conduct

              The Clerk reminded Councillors that they should update their Declarations of Interest

              with the Monitoring Officer if necessary.

 

  3.    PUBLIC INTERVAL

There were no Members of the Public present.       

 

4.      ACCEPTANCE OF MINUTES OF PREVIOUS MEETING      

 Minutes 315 of the previous meeting were accepted and it was unanimously agreed that

Mr Hollands should sign them.

5.      MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES

The graffiti has still not been cleaned off of the bus shelter.  Mrs Hicks offered to

chase this up when she next goes to the Civic Centre.

8.      SIX MONTHLY RISK ASSESSMENTS

 Miss Smith and Mr Buss carried out the six monthly inspection.

 

 The Recreation Committee were asked to contact the Football Club and ask them to

 their lock cleaning chemicals away.

 

 Future Scholars do not always put the toys away at the end of the day.

 

 There continues to be a lot of dog fouling around the village.  An article is to be

put in the Parish Magazine

     Resolution:  Councillors unanimously agreed to pay the above accounts.

    

     Appointment of Councillor to replace Mrs Hawkes as Councillor responsible for

     Internal Audit

     Mr Hollands agreed to take responsibility for the Internal Audit.

 

         Insurance

         Nothing to report.

  

Newsletter

It was agreed to ask local clubs to contribute articles for the newsletter.

 

Website

The Clerk was asked to invite Mr Brady to the November meeting to discuss this.

 

Crime and Disorder

The mobile police station is due to visit the village over the next 3 months.

 

         Appearance of Village

         The planters continue to brighten the Village Hall car park.  Mr Hollands asked for ideas

         for next year.

          

Village Hall Heaters

These have been installed but as 2 are not working it was agreed not to pay the bill.

 

External Repairs to Village Hall

These have been completed, apart from a leaking pipe.

 

OK to Play Sign

The Clerk contacted ABC to inform them that we do not wish to proceed with this. 

Miss Couper advised that a completed form may help if we apply for grant funding.

 

Recycling Facilities

Mrs Hicks has received some correspondence regarding recycling facilities in the village.

She advised the correspondents to contact the Clerk but as they have not there is nothing to discuss.

 

10.    PLANNING

Mr Lilley from Shadoxhurst Garage contacted the Clerk to ask whether the Parish Council 

 had had any further thoughts or ideas following their recent discussion.  It was agreed that

 there is nothing the Parish Council can do until we see a set of plans.

  

11.    OUTSIDE REPORTS

         Recreation Committee

         Mr Pilton asked for confirmation that the Recreation Field gates will be left open for 2

         weeks prior to the Bonfire Event.  Councillors agreed with this request.

 

         i Letting rules

           Shadoxhurst Recreation Committee have decided to remove item 11:-

 

           No alcohol may be consumed, purchased or sold in any part of the Hall

 

           from the Letting Rules for one year, after which the decision will be reviewed.  Should

           the removal of this item cause problems within the year, the decision will be reviewed

           earlier.    

 

           Mr Pilton reported that he had asked the Fire Brigade to come and do an inspection of

           The Hall.  They no longer carry out inspections, but a guidance book is available, which

           Councillors authorised him to order.      

 

         Tree Warden

         Nothing to report.

 

         Borough Councillors Report

         Mrs Hicks added a set of plans for the proposed new Ashford Library to the Round

         Robin.

 

         The Rural Conference is due to take place on 2 October.  Mr Hollands reported that he

         had booked 2 places for Shadoxhurst.  The 5 Village House at Icklesham is to be discussed.

        

         The Overview and Scrutiny Committee are trying to find out how much of the verge

         is owned by Highways.

        

         County Councillors Report  

         Mr Angell reported that he had put in a bid for work at Bromley Green Crossroads.  He

         has offered to contribute towards the funding from his £50,000 Highways Budget.

 

         Kent County Council are just beginning to an overhaul of the Overview and Scrutiny

         process.  They are considering co-opting people from outside the Council to help with

         scrutiny as they are concerned that, because they have such a large majority,

         they may not be considered to be as transparent as they would like.

         Footpaths

         The Coleham Green Footpath is blocked.  

 

12.    VILLAGE RESPONSIBILITIES

         Matters Arising from the Round Robin

         There were no Matters Arising.       

 

         Items to be reported to the County Lengthsmen

         2 x Potholes along Bethersden Road

         40 mph sign along Bethersden Road is facing the wrong way

         There is a large hole in the pavement outside the last cottage in Moreton Terrace nearest

         the pub

         The Shadoxhurst sign at Bromley Green Crossroads is missing

 

         Mr Holland reported that he drove round the village with Jennie Wickenden and

         Ron Swann last month and pointed out all the problem areas.  Following this visit

         The following was received regarding the telegraph pole along Bethersden Road:-

 

Our Roadworks Team have inspected the site and as the pole is 1m from the road edge it is within the minimum criteria, which is 450mm.  They also checked with our Road Safety Team.  

        

13.    FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS
