1.
APOLOGIES FOR ABSENCE
An Apology for Absence was received from Miss M Smith (Prior Engagement) and from
Borough Councillor Mrs A Hicks
2.
DECLARATIONS OF INTEREST
Mrs Hawkes, Mr Howe and Mr Pilton declared an interest in matters pertaining to
Shadoxhurst Recreation Committee.

Updating of Declarations of Interest for the
Code of Conduct
The Clerk reminded Councillors that they should update their Declarations of Interest
with the Monitoring Officer if necessary.

ACCEPTANCE OF MINUTES OF PREVIOUS MEETING
Minutes 303 of the previous meeting were accepted and it was unanimously agreed that
Mr Hollands should sign them.

It was agreed that the Clerk should write to ABC re Local Needs Housing for Shadoxhurst and inform them that the members of the Parish Council are still of the opinion that the results of the survey showed insufficient demand for affordable housing in the village and that the Parish Council does not wish to proceed any further with this matter.
Bank Balance.
The balance stands at £8650.61 in the Treasurers Account and £6882.61 in the
Current Account.

Clerk’s Contract
Our
Internal Auditor advised us to adopt the revised NALC Model Contract of
Employment. The
Contract was put in the Round Robin for all Councillors to look at
prior to signing.
Internal Audit
Following
on from the recent Internal Audit the Risk Assessment was emailed to all
councillors. See Risk
Assessment/Risk Inspection/ROSPA Report.
Mr
Funnell advised the Council to Increase the Fidelity Guarantee to £25,000. He also
advised that the Village Hall and Pavilion should be
professionally valued every 3-4 years.
The Clerk was concerned that the Insurance
Company are very behind with their work and proposed that we should write a
letter detailing our insurance requirements as she had telephoned and left
messages with employees in the call centre but had not heard back from an
advisor.
It was agreed to ask how much the premium
will increase by if we increase the Fidelity
Guarantee to £25,000 and the Public Liability
to £10,000,000.
The cover on the Bus Shelter is to be
increased to £10,000 and on the Play Equipment to
£21,000.
From February 2009 this Council will no
longer insure equipment on behalf of organisations who hire the hall. Shadoxhurst Recreation Committee will write
to all the organisations and tell them that they must ensure that their
equipment is adequately insured.
Litter Picker
Following
on from the Internal Auditor’s Inspection, we are unable to pay Mr Howe a
salary for Litter Picking, but we can give him the title of
Parish Councillor with Special
Responsibility for Roadsweeping, Litter and Refuse for which we can grant him
an allowance.
Resolution:
Councillors unanimously agreed to Mr Howe being Parish Councillor
with
Special Responsibility for the Roadsweeping, Litter
and Refuse and
agreed to grant him an allowance of £600 for the year
2008-2009.
New Play
Equipment
The Clerk reported that we have received the
grant from Ashford Borough Council for
£3132.00. Mr
Pilton took the Wicksteed Customer Satisfaction Survey to fill in.
Mr Pilton will put the matting that was left
over under the springy equipment.
Bus
shelters
The Clerk reported that we have received the
grant from Kent County Council for
£3662.50.

Chilmington Green and
Mr Hollands and Mrs Hawkes
are unable to attend the meeting on 15 September but
would
like to be informed of any future events.
Speed Restriction Review
The Clerk was asked to put Miss Smiths name
forward to the KALC.
Risk
Assessment/Risk Inspection/ROSPA Report
The ROSPA report was added to the
Round Robin to be read in conjunction with the
Risk Assessment and this will be added
to the agenda for next month’s meeting.
Newsletter
The latest newsletter is in the process of being delivered.
Crime and Disorder
Nothing to report.
Village
Pump
Councillors were concerned that the pump has not been repaired. Mr Buss will contact
the contractor and tell him that it was raised as a safety hazard in the recent Risk Assessment
and that the
work must be completed within the next 2 months.

7. PUBLIC
INTERVAL
There were no Members of the Public present.
8. PLANNING

We have received notification that ABC has served Tree Preservation Order No 7, 2008
on Post Wood, Woodchurch.
9. OUTSIDE
REPORTS
Shadoxhurst Recreation Committee
The Committee is
due to meet next week.
Bonfire Night is to be held
on 25 October and the gates will be open to allow Members of
the
Public to leave wood etc for 2 weeks beforehand.
Tree Warden
Mr Hollands will arrange
for the Whitebeam to be removed from The Green.

Mr
Davison had left the meeting by this time.

Footpaths
Mr
Howe reported that he has reported path AW333A to the PROW Officer as it has
been
blocked.
