surfaced and thus drivers are not distracted by poor surface issues such as
pot-holes. Car park lighting is available; a delay switch allows users to
exit the hall in light conditions. Cars entering
and leaving the car park are restricted in speed terms by the design of the
gate. Possible
risk for ad-hoc users who may not be aware of external lights. Improvements
can be made by making it more obvious to such users how the car-park lighting
works. |

The hall has three exits, two are double doors (though the main exit is likely to be only used as a single door). The exit from the
kitchen is sometimes locked, the frame lock should be removed to ensure only
the snib lock can be in place. Longer term, this kitchen door should be replaced with a better exit door. |

such as pot-holes. Car park lighting is not available. No speed restriction
exists to limit entrance and exit speeds. The use of the
pavilion is restricted to a play group and a football club, these are daytime
users only. The field access
is also used by the users of the Scout Hut – Cubs, Brownies, their parents
etc. The visibility
in the car park during day light hours is excellent and limits the risk. The use of the
Scout Hut on dark evenings presents a risk only partly mitigated by one
street light close to the hut. Longer term the
Council should consider the use of the pavilion and field and consider
measures to reduce the speed of vehicles entering the field. The
Recycling bins are accessed via the entrance road to the field, often car
users will drive in and reverse out onto a non-speed restricted road. Consideration
should be given to making this process less hazardous by either providing a
turning circle – high cost – or removing some hedges to improve visibility. |
