of the Ordinary Parish Council Meeting held at The
Village Hall, Shadoxhurst
on

W Hollands (Chair), Mrs C Hutchins, Mr R Buss,
Mr H Clark and Mr B Howe

APOLOGIES FOR ABSENCE
An Apology for Absence was received from Mrs L Holman (family commitment) and
Miss M Smith (family commitment), Borough Councillor Hicks, Borough Councillor Davison and County Councillor Angell
2.
DECLARATIONS OF INTEREST
Mr Buss and Mr Howe declared a personal interest in matters pertaining to
Shadoxhurst Recreation Committee.

Updating of Declarations of Interest for the
Code of Conduct
Councillors are reminded that they should update their Declarations of Interest with
the Monitoring Officer if necessary.
3. PUBLIC INTERVAL
The meeting was open to the Members of the Public present from for questions and comment from 7.36 - 8.20.
4.
ACCEPTANCE OF MINUTES OF PREVIOUS MEETING
Minutes 328 of the previous meeting were accepted and it was unanimously agreed
that Mr Hollands should sign them.

Resolution: Councillors unanimously agreed to pay the
above accounts.
Resolution: It was unanimously agreed to transfer £4000.00
from the contingency fund
to cover the
unexpected expenses on the Pavilion, £235.00 to balance the fund for
Recreation Facilities and £65 to balance
the Village Sign account.
Mr Hollands asked Alpha Window and
Conservatories for an estimate to supply and fit
new white upvc fascia and soffit boards and black guttering to the
Pavilion. The
estimate is
£920.00 inc VAT.
In addition
he asked for an estimate to supply and fit new shiplap fascia to the Pavilion
and the estimate is £470.00 incVAT.
Resolution: Councillors unanimously agreed to accept the
two estimates as detailed above and transfer £1182.97 from the Recreation Field
Drainage Account to cover the cost.
The
remaining £1397.03 in the Recreation Field Drainage Account will to be
transferred into Contingency Funds.

Broadband
Coverage in Shadoxhurst
A Website is being set up and a leaflet drop
is being organised.
Insurance
The Recreation Committee assured the Clerk
that all the insurance requirements for bonfire night have been met.
The Clerk will forward the Risk Assessment to
Came & Co.
It was agreed that the Clerk should inform
Came & Co that we have made improvements to the Pavilion but councillors
decided not to increase the cover.
Newsletter
The next edition will be produced after the
Bonfire event.

Crime
and Disorder
The
problems being experienced in the Village were discussed with the police
present
during the Public Interval.
We hope to have a higher police presence in the village in the
future.
Their telephone numbers will be advertised
and residents are asked to report any incidents and if possible to give enough
details of appearance to enable the perpetrators to be identified.
Appearance of Village
Mr Hollands offered to supply and plant winter flowering plants to the value of £50
for the planters. Councillors unanimously agreed to this offer.
Play Area
All the items on the report from Digley
Associates were classed as low or medium risk.
Risk
Assessment
This has still not been completed. Mr Buss, Mr Howe and Mrs Hutchins will
undertake it as soon as possible.
Traveller
Sites
Nothing to report. To be
removed from future agendas.
Future
of
We will try and arrange to hold a fund
raising event at the forthcoming Christmas Fair.
Future
of Shadoxhurst Pavilion
The
windows and doors have been installed.
Community Payback continue to work on the
Pavilion. Estimates
totalling £1390 to replace the fascias, soffits, guttering and shiplap
facias were accepted under item 7. The Clerk pointed out that we do not have a
risk
assessment or method
statement for this work but councillors agreed not to pursue this as
they would like the work to be done by the end of October.
Some
work is required in the Pavilion.
Councillors unanimously agreed to Mr D Hollands
repairing
the toilet doors at a cost of £50.
A
price for a replacement water heater will be sought.
A
representative from Shadoxhurst Football Club attended the meeting and
discussed the
use
of the Pavilion during the Public Interval.
Resolution: Councillors agreed that Shadoxhurst Football
Club can use the Pavilion for a fee of £10 per match, provided they clean it
thoroughly after use and ensure
that all heaters are switched off.
An agreement will be drawn up and
signed by both parties

8. PLANNING

9. OUTSIDE REPORTS
Recreation Committee
The Recreation Committee met to discuss the
arrangements for Bonfire Night.
Complaints
have been received that members of the public are unable to contact the Booking
Clerk. This issue needs to be dealt with by the
Recreation Committee.
The
flat roofs on the Village Hall have been painted with anti vandal paint. Signs are in place
warning
the public of this.
Tree Warden
The hedge bordering the
Recreation Field will be cut down to 3 foot.
The hedge bordering
the neighbouring bungalow
will also be cut back.
Borough
Councillors Report
Neither
Councillor was able to attend the meeting.
Councillor Angell was unable to attend the meeting.
Footpaths
A tree has come down along
the Blindgrooms path. Mr Howe has
informed the PROW
Officer.
Matters Arising from the Round
Robin
There
were no Matters Arising.

11. FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS
