Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

on Wednesday, 8 October 2008 at 7.30 pm

MEMBERS OF THE PUBLIC:     There were no Members of the Public present.

 

1.        APOLOGIES FOR ABSENCE

An Apology for Absence was received from Borough Councillor Hicks and

Borough Councillor Davison

 

2.        DECLARATIONS OF INTEREST

Mrs Hawkes, Mr Howe and Mr Pilton declared an interest in matters pertaining to

Shadoxhurst Recreation Committee.

 

i)    Updating of Declarations of Interest for the Code of Conduct

              The Clerk reminded Councillors that they should update their Declarations of Interest

              with the Monitoring Officer if necessary.

 

3.        ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

 Minutes 304 of the previous meeting were accepted and it was unanimously agreed that

Mr Hollands should sign them.

4.        MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES

We were too late to put Miss Smith’s name forward for the Speed Review

Emails

         Emails received during the month were also read.

 

Bank Balance.

The balance stands at £8590.61 in the Treasurers Account and £6882.61 in the

Current Account.

 

     Accounts to be Paid

     There were no Accounts to be Paid.

    

     Action to be taken following the recent Internal Audit

     The report of the Internal Auditor was received following the last meeting and the

     following action has been taken, or needs to be taken as a result:-  

 

We received the following from Zurich Municipal:-
I can advise the following additional annual premiums should you make the
changes as noted below.  These are all shown excluding IPT which should be
added at 5%

   1Increase the cover for Bus Shelters to £10,000.00 and Increase the cover

        for Play Equipment to £21,000.00 – additional annual amount £179.26

        plus IPT.

   2.  Increase Fidelity Guarantee to £25,000.00 – no additional charge

   3.  Public Liability cover to £10,000,000.00 – additional £186.00.

          Resolution:

          Councillors unanimously agreed to increase the cover for the Bus Shelters to

          £10,000 and cover for Play Equipment to £21,000.  It was also agreed to increase

          the Fidelity Guarantee to £25,000 for which there will be no additional charge.

 

          The Clerk was asked to find out what Zurich Municipal advise regarding

          Public Liability Cover.

 

It was agreed to find out how much it will cost to have the Village Hall and Pavilion professionally valued.

 

     Clerk’s Contract

     Our Internal Auditor advised us to adopt the revised NALC Model Contract of

     Employment.  The Contract was put in the Round Robin for all Councillors to look

     at prior to signing.

    

     Litter Picker

     As suggested by Mr Funnell the Clerk contacted KALC who advised us that this must be

     put out to tender.

 

     A request inviting tenders has been placed on both notice boards and in the Kentish Express.

     Tenders should be with the Clerk by 31 October 2008.

                  

Risk Assessment/Risk Inspection/ROSPA Report

          Concern was expressed that the ROSPA report was inaccurate in some places.  The Clerk

          was asked to write and request an amended copy.

 

          Councillors started to discuss the Risk Assessment.  As it is such a long document it was

          agreed to continue over the next couple of meetings.

 

Gym Equipment

To be removed from future agendas.

 

Newsletter

Next edition due in December.

 

Crime and Disorder

The Clerk continues to receive and forward Ringmaster Emails to councillors.

 

         Village Pump

         Nothing to report.     

 

         Appearance of Village

         The Council is researching the cost of planters.

          

  7.    PUBLIC INTERVAL

         There were no Members of the Public present.

  8.    PLANNING

Please see attached list.

 

We have received a letter from ABC regarding future notification of Planning Applications.

The Clerk was asked to respond to Mr Vink telling him that Shadoxhurst wish to continue

to receive paper copies of planning applications and decisions.

 

Wittersham Parish Council has invited other Parish Councils to their meeting on 14 October, when Mr Vink will be present.

 

  9.    OUTSIDE REPORTS

         Recreation Committee

         Plans are underway for Bonfire Night and the gates will be open to allow villagers to bring

         rubbish for the bonfire from Saturday 11 October.

 

         The Clerk asked whether the Recreation Committee have produced a Risk Assessment and

Mrs Hawkes said she would liaise with Mr Brady to ensure that one is completed.

 

         Tree Warden

         Nothing to report.

 

         Borough Councillors Report

         The following was received from Mrs Hicks:-

         Once again your meeting clashes with the planning committee at ABC – will come down

 if it finishes early.

 

 The Chilmington Green and Discovery Park Action Plan Workshop went off quite well on Tuesday.  All attendees will be sent the notes, so when I receive mine I will give Bill a copy.  They anticipate a three day detailed workshop at the end of Jan and I have asked for it to be held at Kingsnorth Recreation Centre. Others requested that there be an evening session so that more members of the public can attend.

 

Can’t recall who is organising the Bonfire Celebrations, but I would be happy to help out, if you would pass that on please.

        

         County Councillors Report  

         Councillor Angell was not at the meeting.

 

     Footpaths

     Nothing to report.

         There were no Matters Arising.

12.    FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

         Mr Clark reported on the recent meeting of the KPA Parish Forum.
