of the Ordinary Parish Council Meeting held at The Village
Hall, Shadoxhurst
on
PRESENT: Mr W Hollands (Chair), Mrs G Hawkes, Mr
R Buss,
Mr H Clark Mr B Howe and Mr A Pilton

1. APOLOGIES FOR ABSENCE
An apology for Absence has been received from Miss Smith due to a prior commitment
and Borough Councillor Hicks and Borough Councillor Davison who were attending the
Borough Planning Committee Meeting

DECLARATIONS OF INTEREST
Mrs Hawkes declared an interest in matters
associated with the Recreation Committee
and Planning Application No 07/01591/AS
Mr Hollands declared an interest in the
Tenders for the Removal of the Poplar Tree
Mr Howe and Mr Pilton declared an interest in matters pertaining to the Recreation Committee.

Updating of Declarations of Interest for the
Code of Conduct
The Clerk reminded Councillors that they should update their Declarations of Interest
with the Monitoring Officer if necessary.

PUBLIC INTERVAL
There were no Members of the Public present at the meeting.

ACCEPTANCE OF MINUTES
Minutes 292 of the previous meeting were accepted and it was unanimously agreed that

6. CHAIRMANS REPORT
Mr Hollands
reported that he attended the Parish Forum with Mr Buss. The main agenda
item was 106
agreements. If a developer builds more
than 20 houses on a site, he has
to donate a sum of money to
the community for their use. The amount
of money that
a developer is required to
give is increasing and is now a major overhead.
Mr Hollands
pointed out that this money
is added to the cost of the houses built and is a reason for the
increase in the price of
new houses.
The question of village
envelopes was raised and basically there is no set boundary for
development in
village. If a parish noted in their wish
list that they do not want
the village to expand beyond a certain point the planners will sometimes take this into account.

above accounts.
Risk
Assessment/Risk Inspection
ROSPA Report
Mr Pilton detailed the repairs needed to the play area as listed in the ROSPA Report.
He offered to undertake the repairs and as the total cost is not expected to exceed £300
Councillors unanimously agreed to accept his offer. He will also purchase the necessary
signs and put
them up.

Draining the Recreation Field
Mr Clark offered to take over from Mrs Hawkes and submit applications for grants.

Crime and Disorder
Nothing to Report.
Tenders for Removal of Poplar Tree
Mrs Hawkes took chairmanship of the meeting at this point.
Three tenders were received and it was agreed to ask Mr Hollands to undertake the
work at a cost of £460.00.

It was agreed to ask Mr Hall to attend the next meeting.
10. OUTSIDE REPORTS
Recreation Committee
The Committee are meeting
on 11 October to finalise the arrangements for Bonfire Night.
Mr Hollands reported that
he had received a complaint that the footballers are emptying the
paint left over from white
lining the pitch under the hedge and children are getting it on
their clothing. The bench is also covered in it.
Comments have also been made
about the amount of bad language that can be heard by
the local residents when a
game is being played.
The Recreation Committee
will deal with the complaints.

Mr Buss reported that he was still in the process of obtaining quotes for welding the pump.
