Minutes of the meeting held at The Village Hall, Shadoxhurst

on Wednesday, 13 October 2004 at 7.30 pm

 

PRESENT:                                      Mr W Hollands (Chair),  Mrs G Hawkes,

MEMBERS OF THE PUBLIC:    There was one Members of the Public present.

 

1.         APOLOGIES FOR ABSENCE

Were received from Mrs T Kent and Mrs A Missions

         

  2.     DECLARATIONS OF INTEREST

          Mrs Hawkes declared an interest in matters associated with the Recreation Committee.

          Mr Brady declared an interest in matters pertaining to the Recreation Committee.

         

i)     Updating of Declarations of Interest for the Code of Conduct

              The Clerk reminded Councillors that they should update their Declarations

              of Interest with the Monitoring Officer if necessary.

 

  3.     ACCEPTANCE OF MINUTES

          Minutes 256 of the previous meeting were accepted and it was unanimously agreed that Mr Hollands should sign them.

4.         MATTERS ARISING

Mr Mortimer from ABC rang and explained that Councillors should not take any part in discussions on the proposed development of Shadoxhurst if the area under discussion is owned by them or immediately affects their property.

 

When the planning application stage is reached the normal rules will apply.

 

5.         NEIGHBOURHOOD WATCH – PRESENTATION BY ‘COUNTRY EYE’

No representatives from the Neighbourhood Watch Committee or Country Eye were present.

 

6.         CHAIRMAN’S REPORT

Mr Hollands reported on the meeting that he attended on Monday 11 October regarding

the ‘Options for Ashford’s Growth’, along with Mr Brady and Mr Langridge.

There were some radical differences between the various Parish Councils represented and there are going to be many more discussions before the final decisions are taken.

It is hoped that the development will be kept to the north of Smithfield Crossroads but some of the maps show it creeping south towards Shadoxhurst.

 

Mr Hollands said that he thinks the Environment Agency will have a significant input into the final decisions taken as much of the area in and around Ashford is flood plain.

 

Mr Hollands also attended a meeting of the Conservation group recently formed in Kingsnorth to try to prevent the development within Kingsnorth Parish.

          Clerks Salary

          Mr Hollands proposed raising the Clerk’s Salary from £1550 to £1580 per year. 

          Councillors unanimously agreed. 

              

          Risk Assessment

ROSPA Report

          Mr Hollands is dealing with this and will report back to the Council at a later date.

 

The Clerk showed councillors a copy of a safety review form, one of which needs to be filled in for each of the Parish Council Assets on a half yearly basis, in order that they  can be sent to the Auditors with the Annual Return if we have an Intermediate Audit.

Mr Hollands took the forms to fill in.

 

Crime and Disorder 

The police are more visible in the village than they used to be.

 

Newsletter

          The October Newsletter is ready for delivery.  Mr Hollands thanked Mrs Kent, Mr Brady

          and Mr Howe for the work they put in to producing and distributing it.

 

          Quarterly Review of Budget

          The Clerk handed out a copy of the Working Financial Forecast and Budget for councillors

          information. 

 

          Review of Standing Orders

          It was agreed to ask Mrs Missions to review the Standing Orders in time for the next

          meeting.

 

7.         PUBLIC INTERVAL

The meeting was opened to Members of the Public from 9.00 to 9.02. for questions and

comments.

 

8.         PLANNING

  Please see attached list. 

 

  9.     OUTSIDE REPORTS

          Recreation Committee

          The Recreation Committee would like to employ a handyman. 

 

          Mrs Hawkes is to take overall responsibility for Bonfire Night.

 

          A new urn has been purchased.

 

          The Committee are to look at installing a disabled toilet in the hall in the near future.

          Mr Howe has joined the Recreation Committee.

 

          The bank balance stands at £6000.   

 

          Tree Warden

          Nothing to report.

 

          Borough Councillors Report

          The Parish Council are to write to Mr King in support of Mr Davison’s efforts with

          regard to the problems being experienced with the byways in the Parish.

 

          The fence at Rectory Bungalows has been repaired.

 

          Mr Davison asked Councillors whether they wanted him to fight on their behalf to keep

          the proposed development of Ashford away from Shadoxhurst.  Councillors were

          unanimous in their support of Mr Davison’s efforts on behalf of the parish and asked

          him to do all he can to ensure that any development stays well north of Shadoxhurst.

          Most of the residents of the village agree that any development south of Magpie Hall Road

          is unacceptable and feel that the houses should be built in less populated areas.

          Mr Davison reiterated his belief that well argued points of view will be listened to by

          those responsible for overseeing this development.  

 

          Footpaths

          There next village walk will take place on 17 October 2004.

 

          Mr Brady is working with the KCC regarding various footpath problems in the village.

          The land owners responsible for paths AW232 and AW239 are being sought.

 

10.     VILLAGE RESPONSIBILITIES

          Matters Arising from the Round Robin

          There were no matters arising.

 

          Reports on meetings attended in connection with the proposed development of Ashford

          Covered under previous agenda items.

 

          Tender for Village Hall Decorating

          As she had received no reply to her letter to Mr Hanlon, the Clerk telephoned him and

          discovered that Councillors had misread his quote.  The cost of painting the hall will be

          £750 and the repairs to the door and window will be in the region of £150.  Mr Hanlon

          suggested replacing the wooden framed window with UPVC and offered to obtain quotes

          for the council.  It was agreed for the moment to accept the quote for painting and

          decide what to do about the door and window in the New Year as the work will not now be

          done until the spring.

          Village Sign

          Mr Hollands has taken the sign to Quality Fabrications in Ruckinge as Mealham Metals

          are unable to complete the work as required.  Quality Fabrications have quoted £490

          for the completed job including powder coating.  Councillors agreed that this quote was

          acceptable and it is hoped that the sign will be ready in about 2 weeks.

 

          The landscaping plan of the area is still to be decided.    

         

          Parish Plan

          A meeting is to be held next month.

 

           

11.     ANY OTHER BUSINESS

          The Clerk reminded councillors that the next meeting is to be held on 17 November 2004.
