1.
APOLOGIES FOR ABSENCE
An Apology for Absence was received Miss M Smith (prior engagement).
2.
DECLARATIONS OF INTEREST
Mr Buss and Mr Howe declared a personal interest in matters pertaining to
Shadoxhurst Recreation Committee.

Updating of Declarations of Interest for the
Code of Conduct
Councillors are reminded that they should update their Declarations of Interest with
the Monitoring Officer if necessary.
3. PUBLIC INTERVAL
The meeting was open to the Members of the Public present from for questions and comment from 7.40 7.50.

ACCEPTANCE OF MINUTES OF PREVIOUS MEETING
Minutes 329 of the previous meeting were accepted and it was unanimously agreed
that Mr Hollands should sign them.

Budget
2011/2012 and setting of Precept
Councillors were given copies of the Working
Figures for the year to date to peruse
over the next month. The budget will be set at the December
meeting.

Broadband
Coverage in Shadoxhurst
Following an email from Mr Vickery to Mr
Clark It was agreed that no more action will be taken on this matter.
Insurance
We have received the £250 excess that we had to pay on the bus shelter
back from the
Insurance
Company.
Newsletter
The latest copy was circulated to councillors
who confirmed it should be printed and
delivered as soon as possible.
Website
Mr Brady wishes to hand over responsibility
for the website as soon as possible.
This will be discussed at the next meeting.
Crime
and Disorder
A
break in was reported during the month.
Appearance of Village
Nothing to report.
Play
Area
Nothing to report.
Risk
Assessment
Mr Buss completed the Risk Assessment during
the month. The following items need
attention:-
The gates have still to be painted
The sign warning children to be wary of
strangers has gone
The deep water sign is missing
The fire doors in the hall need attention
The escape path round the back of the village
hall is impassable due to Future Scholars toys
There is no emergency sign in the hall or the
pavilion
The seat by the Pump needs treating
Rust is showing through the new paint on the
Pump
The litter bin at Farley Close needs
concreting in
The seals round the edge of the notice boards
need replacing with mastic
Rust is showing through the paint on the new
slide.
Mr Buss will deal with the majority of the
above.
The Clerk will write to Little Scholars
regarding the escape path and Wicksteed regarding the slide.
Mr Hollands has the name of a sign writer.

Future
of Shadoxhurst Pavilion
Mr
Hollands reported that Community Payback will not be working at the Pavilion
any more
as
they do not think there is enough work for them. We have enough materials to finish the
outstanding
work.
The
fascia boards and soffits should be replaced next week.
Shadoxhurst
Football Club have signed the Hiring Agreement and Mr Hollands signed on
behalf
of the Parish Council. We received a
cheque for £30 for their first 3 matches.
8. PLANNING
Please see attached list.
Following a query from a member of the public regarding the following which was included
in the August minutes:-
Following discussion Councillors unanimously
agreed that in future they will not object to retrospective planning
applications as a matter of principle.
Each decision will be determined on the applications own merit.
it was explained that a past council agreed to object to all retrospective planning applications without discussing them. The members of the current Parish Council decided that in future each application will be discussed individually, prior to a decision being made.
The Clerk will reply to the resident concerned.
9. OUTSIDE REPORTS
Recreation Committee
Mr
Hollands asked for a balance sheet for Bonfire Night to be sent to the Parish
Council.
Tree Warden
Nothing to report.
Borough
Councillors Report
Mrs Hicks reported that Jennifer Shaw emailed
councils the Rural Local Needs Housing Guidance Notes which contains a specimen
Section 106 Agreement and she suggested that Councillors should all read these
notes.
The Hillcrest site has been refused on the
grounds of sustainability, the environment and
ecology. A retrospective planning application was
turned down at ABCs Planning meeting on
Wednesday
and the applicant has to take the building down.
The
new formula for calculating how much a council will receive under the
Concurrent
Functions
Grant Scheme is to be discussed at the Parish Forum on 1 December.

Mr
Davison reported that the South East Plan has been abolished.
If
the Planning Authorities know that there is likely to be a change in
legislation they have to
take
this into account when determining applications.
With regard to the Chilmington Green
Development, the developers hope to submit an application early in 2011. There is a great deal of local opposition and
a suggestion that the
development is not legal. ABC originally agreed to the development because
if they had not the
area would have been developed without any
local input. Mr Davison urged the
members of the Parish Council to monitor developments closely.
The Overview and Scrutiny met with the local
Chief Inspector and local Parish Councils were supposed to have been invited
but the invite did not arrive in time.
Mr Davison has asked for
another meeting to be arranged. All vandalism etc should be looked into by
the police.
Councillor Angell was unable to attend the meeting.
Footpaths
Mr Howe asked when the
bollards are going to be put up along the footpath. KCC will
be dealing with this.
