of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

APOLOGIES FOR ABSENCE
An Apology for Absence was received from Mr R Buss (Prior Engagement) and
County Councillor Angell.
2.
DECLARATIONS OF INTEREST
Mr Howe and Mr Pilton declared a personal interest in matters pertaining to
Shadoxhurst Recreation Committee.

Updating of Declarations of Interest for the
Code of Conduct
Councillors are reminded that they should update their Declarations of Interest with
the Monitoring Officer if necessary.

PUBLIC
INTERVAL
The Website and Newsletter were discussed with Mr Brady at this point. Please see item
7 for decisions.
4.
ACCEPTANCE
OF MINUTES OF PREVIOUS MEETING
Minutes 317 of the previous meeting were accepted and it was unanimously agreed
that Mr Hollands should sign them.

CHAIRMANS
REPORT
Mr Hollands reported that he was meeting with
the new Chief Executive of
Ashford Borough Council, Mr John Bunnett, on
12 November at
whether any other councillors would like to
attend and Miss Smith said she would.

Annual
Play Area Safety Inspection
The
Clerk was asked to contact Landscape Services and ask how much they will
charge us to carry out monthly Risk Assessments on the Play Area.
Newsletter
A resident of Shadoxhurst has expressed an
interest in taking over the production of the
Shadoxhurst Newsletter. The Clerk was asked to contact her and ask
her to the next
Parish Council meeting to discuss this.
Website
Mr Brady will continue to act as Webmaster
for the Shadoxhurst Website, but following
discussion, it was agreed that all
correspondence sent to Shadoxhurst Parish Council
via the website should be directed straight on
to Miss Smith and the Clerk.

Crime and Disorder
The Clerk reported that she had called the
police during the month after a visit from
a Shadoxhurst resident, who was extremely
aggressive following receipt of a letter sent to
him by the Parish Council.
She asked the PCSO to visit him and explain
that if he was unhappy with the
actions of the Parish Council he should
attend a Parish Council meeting and discuss the
issue with members of the Council
Appearance
of Village
The Secretary of the Gardening Club wrote to the Clerk and complained that the 3 plaques
purchased for £5.95 each were not big enough. Mr Hollands will look into purchasing
larger plaques.
Mr Hollands suggested planting bulbs, Primulas and Polyanthus in the 2 planters which the
Parish Council are responsible for.
Village
Hall Heaters
The heaters have been replaced and the bill
has been paid.
Community
Payback
We will contact Community Payback again when
we have something for them to do. It was
suggested that they might be able do some litter picking, painting or clear
ditches.
Play Area
Mr Pilton is in the process of obtaining
quotes for a slide for the Play Area.
Service
Level Agreement with Ashford Borough Council
Resolution: The members of Shadoxhurst Parish Council
unanimously agreed to adopt the Service Level Agreement with Ashford Borough
Council.
Soil in
Recreation Field
The soil has not been moved and the Clerk was
asked to contact KALC for advice.
Mr Pilton will ring the Fly Tipping Line.
8. PLANNING
No applications received this month.
9. OUTSIDE REPORTS
Recreation Committee
The recent Bonfire Event
was a success and made in the region of £970 profit. We have
received some very positive
comments from parishioners.

Borough
Councillors Report
Mrs
Hicks reported that the State of the Borough Debate is due to be held on
She
updated councillors of the progress of the Tenterden DPD which includes a
working
party
on parking provision and the size of rooms in new houses.
There
is going to be a discussion about gypsies under the LDF.
Mr
Davison reported that ABC is under strain financially due to an reduction in
financial
help
from Central Government. It does not
look as if there will be any improvement in
the
next year.
He
explained the position regarding the Hillcrest site to councillors present.
With
regard to the Chilmington Development, Mr Davison informed Councillors present
that
he was concerned that the development would be brought closer to Shadoxhurst
due
to
the calculations used to work out how many houses can be built in an area. All roads
and
non building areas are removed which means that more area has to be used for
the
houses.
Councillor Angell was unable to attend the meeting.

Nothing new to report.
