Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

on Wednesday, 12 November 2008 at 7.30 pm

1.        APOLOGIES FOR ABSENCE

There were no Apologies for Absence

     

2.        DECLARATIONS OF INTEREST

Mrs Hawkes, Mr Buss, Mr Howe and Mr Pilton declared an interest in matters pertaining

to Shadoxhurst Recreation Committee.

 

i)    Updating of Declarations of Interest for the Code of Conduct

              The Clerk reminded Councillors that they should update their Declarations of Interest

              with the Monitoring Officer if necessary.

 

3.        ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

 Minutes 305 of the previous meeting were accepted and it was unanimously agreed that

Mr Hollands should sign them.

      The Clerk was asked to contact Jennie Wickenden and arrange a Parish Visit.

 

Bank Balance.

The balance stands at £.14873.61 in the Treasurers Account and £6882.61 in the

Current Account.

 

     Accounts to be Paid

     There were no Accounts to be Paid

    

     Clerk’s Contract

     All Councillors were satisfied with the revised Contract of Employment.

 

     Resolution:  Councillors unanimously agreed to adopt the revised contract and

                           Mr Hollands and Mrs Batt signed the contract.

 

     Internal Audit

     This was omitted from the agenda in error.

 

     Our Internal Auditor suggested that we should have the Village Hall professionally valued

     every 3 – 4 years.  The Clerk made enquiries during the month and obtained 3 verbal

quotes from local surveyors.  The cheapest was for £200, to have the hall valued.  Councillors voted 6:1 abstention to ask Mr Copland to undertake a valuation of the hall and to ask him how much he would charge to value the pavilion.

The Clerk contacted Zurich Insurance and asked for their advice as to how much

Public Liability Cover we should have.  They do not give advice, but suggested that the

Parish Council should consider the level of cover very carefully if they have any play equipment that holds more than one child at a time.  The standard cover is £5,000,000.

Mr Clark proposed increasing the Public Liability to £10,000,000, seconded by Mr Pilton.

 

Resolution:

Councillors unanimously agreed to increase the Public Liability Cover to £10,000,000.

 

The Clerk was asked to contact Allianz Cornhill and Came and Co to obtain quotes for insurance cover for next year. 

 

     Tenders for Litter Picker

     Three tenders have been received from:-

 

     Mr J Oakes

     Mr A Owen

     Mr S Arye 

 

     Decision deferred until next month.

 

          Grass Cutting Tenders

          The Clerk was asked to send out the same tenders as last year.

 

Risk Assessment/Risk Inspection/ROSPA Report

Councillors agreed to accept the Risk Assessment and a Risk Inspection will be

undertaken after Christmas in time for the year end audit.

 

Newsletter

The next edition is due in December.

 

Crime and Disorder

The Clerk continues to receive and forward Ringmaster Emails to councillors. 

 

         Village Pump

         This has still not been repaired.  

 

         Appearance of Village

         The Council is researching the cost of planters.

 

  7.    PUBLIC INTERVAL

         There were no Members of the Public present.

  9.    OUTSIDE REPORTS

         Recreation Committee

         Bonfire Night was a success.  The Clerk reminded Councillors that the insurance cover for

         the night is for up to 1000 people.  If more than 1000 people attended we must make the

         Insurance company aware.

 

         Mr Hollands will arrange for the remains of the bonfire to be cleared.

 

Tree Warden

Nothing to report.

 

         Borough Councillors Report

         Mr Davison updated Councillors on various issues across the Borough. 

 

          Ashford Borough Council has today made an Article 4 Direction in relation to

          Bambridge Wood, Nickley Wood Road.

 

          Mr Davison advised Councillors to attend the Design Workshop regarding

Chilmington Green

        

         County Councillors Report  

         Councillor Angell the meeting.

 

     Footpaths

     Mr Howe reported that he was still trying to contact the PROW Officer regarding the

     blocked footpath.

 

11.    VILLAGE RESPONSIBILITIES

         Matters Arising from the Round Robin

         There were no Matters Arising that have not been dealt with.

 

         Items to be reported to the County Lengthsmen

         Mr Hollands will meet with Jennie Wickenden and discuss outstanding issues around the

         village.

        

12.    FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

         Mr Pilton and Mr Howe gave their apologies for the next meeting.
