of the Ordinary Parish Council Meeting held at The
Village Hall, Shadoxhurst

PRESENT: Mr W Hollands (Chair), Mrs G Hawkes, Miss M Smith,

MEMBERS OF THE PUBLIC: There were 5 Members of the Public present for part of
the meeting.
1.
APOLOGIES FOR ABSENCE
An Apology for Absence was received from Mr H Clark (prior engagement).
2.
DECLARATIONS OF INTEREST
Mrs Hawkes, Mr Buss, Mr Howe and Mr Pilton declared a personal interest in matters
pertaining to Shadoxhurst Recreation Committee.
Miss
Smith declared a prejudicial interest in Planning Application no 09/00152/AS.

Updating of Declarations of Interest for the
Code of Conduct
The Clerk reminded Councillors that they should update their Declarations of Interest
with the Monitoring Officer if necessary.
3.
ACCEPTANCE OF MINUTES OF PREVIOUS MEETING
Minutes 309 of the previous meeting were accepted and it was unanimously agreed that
Mr Hollands should sign them.

6. ADOPTION OF AMENDED STANDING ORDERS AND
FINANCIAL REGUALTIONS
Resolution:
Councillors
unanimously agreed to adopt the amended Standing Orders and Financial
Regulations.
7. RISK ASSESSMENT/RISK INSPECTION
Mr Pilton reported that the items listed on
the Risk Assessment had either been dealt with,
or were in hand.

The Clerk reported that the final salary
award for Clerks for 2008-2009 had been agreed
and the hourly rate for SPC 16 has been
increased to £8.460 per hour.

unanimously resolved to raise the Clerks salary to SPC 16 £8.460 per
hour.
Bank Balance.
The balance stands at £10060.59 in the Treasurers Account and £6882.61 in the
Current Account.

Service Level Agreement
between Parish Councils and ABC
Councillors
unanimously agreed that they were happy with the Service Level Agreement.
Insurance
Nothing to report.
Newsletter
The latest edition has been circulated.
Crime and Disorder
Nothing to
report.
Village Pump
The repairs to the Village Pump have been completed and it has been reinstated.
Councillors are very pleased with the
result.
Appearance of Village
Mr Hollands had some prices for wooden planters and after discussion the following was
agreed:-

value of £1000
Litter
Picker Vacancy
We
have had one application for the above vacancy from Mrs P Prior.
Resolution:
Councillors unanimously agreed to employ
Mrs Prior as Litter Picker with
immediate effect.
It was agreed to pay Mrs Prior £49 per
month for 7 hours work as advertised.
It was also agreed to pay Mrs Prior an
initial amount to undertake a thorough clean
up of the village.

Hall Floor
Mr Pilton has received 2 quotes for replacing
the Village Hall floor from:-
A N Robinson Flooring £5647.50 + VAT
Easifit Flooring £5314.00 + VAT

unanimously agreed to accept the quote from A N Robinson Flooring

Hall Heaters
Deferred to a future meeting. The item will remain on the agenda.

The meeting was opened from 8.45 9.00 for questions and comments from
Members of the Public.
10. PLANNING

11. TREE PLANTING IN THE
VILLAGE
Mr Hollands has planted the trees on the Recreation Field and Green as per his tender.
12. OUTSIDE REPORTS
Recreation Committee
Items discussed at the last
meeting included proposed repairs to the exterior of the Village
Hall. This is to be an item on the next agenda.
The Short Mat Bowls Club
have been told that the Parish Council can no longer arrange
to insurance of their
equipment.
A local architect has been
asked to look at the Gents toilet to see if the wall can be moved
to make the cupboard
bigger.
Tree Warden
Nothing to report.
Borough Councillors Report
Mr Davison reported that he was in constant
contact with Kent Highways regarding the
potholes and he supports the Parish Council
regarding planning applications.
Councillor Davison reported that he had
attended the Chilmington Green workshop.
The number of dwellings proposed is greater than the land available.
The Borough Council will no longer be
providing the Green Waste Collection.
Concern was expressed about the amount of
parking available to houses in new estates.
Mr Davison apologised for the fact that he is
not always able to attend Parish Council meetings, due to his commitment to the
ABC Planning Committee.

Councillor Angell reported on his work with the KCC.
Kent County Council has been awarded Excellent 4* Status for the 7th year running and the
Calibre of the Members was praised by the Audit Commission.
Councillor Angell is working with Care Across Romney Marsh to train volunteers to work
with the elderly.

As Chairman of the Youth Advisory Group in Ashford he also suggested that a project
should be set up to encourage youth people to connect with the elderly. This has been
welcomed by the young people.
Councillor Angell continues to put pressure on Kent Highway Services regarding potholes.

A complaint has been made regarding wheelchair access into the Village Hall. Mr Pilton
will deal with this.
