Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

on Wednesday, 11 June 2008 at 7.30 pm

1.        APOLOGIES FOR ABSENCE

An Apology for Absence was received from Borough Councillor Hicks

 

2.        DECLARATIONS OF INTEREST

Mrs Hawkes and Mr Howe declared an interest in matters pertaining to the Recreation Committee.

 

i)    Updating of Declarations of Interest for the Code of Conduct

              The Clerk reminded Councillors that they should update their Declarations of Interest

              with the Monitoring Officer if necessary.

 

3.        ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

 Minutes 300 of the previous meeting were accepted and it was unanimously agreed that

Mr Hollands should sign them.

     Resolution:  Councillors unanimously agreed to pay the above accounts.

    

Bus Shelters

The Clerk was asked to contact Queensbury regarding installation of the shelters.      

 

New Play Equipment

We have been successful with our applications for grant funding and the equipment has

been ordered.  We hope it will be installed in time for the school holidays.

 

Risk Assessment/Risk Inspection

Mrs Hawkes, Miss Smith and the Clerk are to carry out a Risk Assessment on 30 June.           

        

Newsletter

The Summer Edition is in the process of being delivered.

 

Crime and Disorder

         The Clerk reported that she had been contacted by a resident who was interested in being

         involved with a Neighbourhood Watch Scheme.  She was waiting for an email from him.

         Village Pump

         Mr Buss reported that work on repairs to the pump should start within the next few weeks. 

 

         Appearance of Village

         We are waiting to see if we get any feedback from Mr Hollands’ article in the Newsletter.

 

  7.    PUBLIC INTERVAL

The meeting was opened to the Member of the Public present from 8.40 to 8.48.

        

  8.    PLANNING

9.        AFFORDABLE RURAL HOUSING/DEVELOPMENT IN SHADOXHURST

Mr Hall updated councillors on the results of the survey.

 

Mr Hollands and Miss Smith took a copy and Mr Hall will email a copy to the Clerk and she will forward it to other councillors and interested members of the public.

 

10.    OUTSIDE REPORTS

         Recreation Committee

         Nothing to report.

 

         Tree Warden

         Concern has been expressed about the Oak Tree at the Fairways site.  Mr Hollands reported

         that under the terms of the planning consent, it must be replaced.

 

         Borough Councillors Report

         Mr Davison reported that the Borough Council are corresponding with Hallams regarding

         a proposed development of 840 houses, a school, shops etc at Long Length.

 

         There is a lot of rubbish around the parish, some of which is a health hazard.  Mr Davison

contacted ABC and was happy with their verbal response to his call but there is no evidence that any clearing up has actually been undertaken.

 

         With regard to domestic rubbish, ABC are not proposing to alter the existing arrangement

         for weekly collection within   the Borough.

 

         New houses will not have an automatic right to rubbish collection and will have to pay

         £466 per year to have their rubbish taken away.

 

         Coldblow has been resurfaced.  The system used is effective for about a year, but does not

         seriously resolve the pothole problem.  Despite the blitz there are still a lot of potholes on

         roads in the area.

 

The Inspector found the Core Strategy sound, subject to his amendments.  He was in agreement with the 2 developments at South East Singleton and South East

Cheeseman’s Green.  It has been returned to ABC to be checked for accuracy.

         A proposal has been put forward for an £8 million plan to regenerate the football ground

         at Homelands and develop the area.  This area is not in the Core Strategy.

 

We continue to experience problems with 4 x wheel drive vehicles using the byways.  Many have become impassable for local use.  A landowner has recently won a case in the High Court, so it is hoped that, as a result local councils may be able to reclassify them to bridleways or footpaths.

 

         It has also been suggested that certain dedicated areas should be allocated for use by 4 x 4

         wheel vehicle drivers.

 

         Concern was expressed by one Parish Councillor at the fact that the Borough Council are

         not tidying up the areas of grass in the village for which they are responsible.   

        

         County Councillors Report  

         Nothing to report.

 

     Footpaths

     Nothing to report.

 

11.    VILLAGE RESPONSIBILITIES

         Matters Arising from the Round Robin

         There were no Matters Arising.

 

         Items to be reported to the County Lengthsmen

         Potholes in Criol Lane, Church Lane and Bethersden Road.  The verge along Hornash Lane.

        

12.    FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

         A councillor reported that he had been approached about the amount of cars parked in

         the lay-by outside of Rectory Bungalows, as it makes it difficult for the bus to stop. 

         Mr Hollands confirmed that this lay-by is for use by the residents of Rectory Bungalows.

 

         It was reported that Landscape Services are not strimming the grass along the bank in the

         Recreation Field.  Mr Hollands said that they had to wait for the daffodils to die back. 

         It should be done next time they cut the grass.
