Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

on Wednesday, 14 July 2010 at 7.30 pm

  1. APOLOGIES FOR ABSENCE

An Apology for Absence was received from Mrs L Holman (family commitment),

Mr H Clark (prior engagement), Borough Councillors Mrs A Hicks and Mr P Davison and

County Councillor Mr M Angell.


  1. DECLARATIONS OF INTEREST

Mr Buss and Mr Howe declared a personal interest in matters pertaining to

Shadoxhurst Recreation Committee.


  1. Updating of Declarations of Interest for the Code of Conduct

Councillors are reminded that they should update their Declarations of Interest with

the Monitoring Officer if necessary.


  1. CO-OPTION OF PARISH COUNCILLOR

Miss Smith proposed Mrs Caron Hutchins for the position of Councillor, seconded by.

Mr Hollands Unanimous


Mrs Hutchins signed her Undertaking to Observe the Code of Conduct and took a register of Members Interest Form to sign and return to ABC with a copy for our records.

The meeting was open to the Members of the Public present from for questions and comment from 8.16 – 8.30.

  1. ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

Minutes 325 of the previous meeting were accepted and it was unanimously agreed

that Mr Hollands should sign them.

Email Correspondence

Mr Buss brought the attention of the Council to the email from Rebecca Williams re

Rural Road Speed Limit Reduction. This will be added to the next agenda for discussion.


Bank Balance

The balance stands at £19291.99 in the Treasurers Account and £1759.05 in the

Current Account. Earmarked funds 2010/2011 amount to £10477.14. The first

half of the precept has been credited to our account.

Insurance

The Clerk reported that we have received the cheque for the replacement bus shelter, situated in Farley Close which was damaged by a car in the snow in January, from

Came & Co.


Councillors unanimously agreed not to submit a claim for the damage to the Pavilion, due

to the repairs costing less than expected.


Newsletter

The summer issue has been printed and is being delivered.


Website

Nothing to report.


Crime and Disorder

Residents in the area of Duck Lane have complained about the bonfires which are being lit

at weekends. It would appear that old baths and other items are being burnt, causing a

lot of thick black smoke. The Police and Fire Brigade have been in attendance.

One of the Councillors will discuss this with our Borough Councillors and ask them to

report the problem to the relevant officers at Ashford Borough Council.


Appearance of Village

Mr Hollands reported that the area around the Village Sign had been cleared.


Play Area

The slide has been installed.


The Springy needs repairing. Councillors will arrange for this to be done.


Risk Assessment

Miss Smith and Mr Buss will complete a Risk Assessment in time for September’s meeting.


Following a request from a member of the public, the Clerk was asked to write to the occupier of Cornerstone and ask them to cut the shrub, which is growing on the inside of their fence down to allow drivers better visibility when turning from Woodchurch Road into Hornash Lane.

Future of Shadoxhurst Church

Future of Shadoxhurst Pavilion

The majority decision, following the Public Meeting was that the Pavilion should be retained. Mrs Medlock from Community Payback considers it a project that could be

undertaken by the organisation and we will discuss this further with her.


Resolution: Councillors unanimously agreed that the hedge bordering Hornash Lane should be cut down to 3ft in the autumn to allow better visibility into the field.

10. OUTSIDE REPORTS

Recreation Committee

The Committee’s next meeting is due to be held on 21 July. Mr Hollands will attend to

discuss the future of the Bonfire Event.


Tree Warden

We have received a copy of TPO No 1,2010, Dering Wood (part) Shadoxhurst.

Dering Wood is situated in Nickley Wood.


Borough Councillors Report

Neither Councillor was able to attend the meeting.


County Councillors Report

Councillor Angell was not at the meeting.
