Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

on Wednesday, 9 July 2008 at 7.30 pm

1.        APOLOGIES FOR ABSENCE

There were no Apologies for Absence.

 

2.        DECLARATIONS OF INTEREST

Mrs Hawkes, Mr Howe and Mr Pilton declared an interest in matters pertaining to the Recreation Committee.

 

i)    Updating of Declarations of Interest for the Code of Conduct

              The Clerk reminded Councillors that they should update their Declarations of Interest

              with the Monitoring Officer if necessary.

 

3.        ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

 Minutes 301 of the previous meeting were accepted and it was unanimously agreed that

Mr Hollands should sign them.

4.        MATTERS ARISING

There were no Matters Arising.

        

5.        CHAIRMAN’S REPORT

Mr Hollands reported that when he was taking down the old bus shelter at Farley Close,

he received a complaint that the Ash tree between the shelter and the highway was blocking

the visibility of anyone trying to cross the road so he cut it down to ground level.

         Councillors filled in the Grass Cutting Survey to be returned to Chilham Parish Council.

 

         Payment to Darby and Joan Club

         Mr  Hollands proposed, seconded by Miss Smith that we donate £100 as per the budget for

         2008/2009 to Shadoxhurst Darby and Joan Club.

 

         Payment to Church towards Upkeep of Churchyard

Mr  Hollands proposed, seconded by Mr Howe that we donate £400 as per the budget for 2008/2009 to Kingsnorth and Shadoxhurst PCC towards the cost of the upkeep of Shadoxhurst Churchyard.

 

Bank Balance

The Clerk informed Councillors that she had arranged a transfer of £6500 from the

Current Account to the Treasurers Account to cover the net cost of the bus shelters.

 

The balance stands at £9577.19 in the Treasurers Account and £6882.61in the

Current Account.

 

We have received £1000 from KCC towards the cost of the new play equipment.

The VAT refund of £402.00 has been received as has £620.69 from ABC for recycling.

     Resolution:  Councillors unanimously agreed to pay the above accounts.

    

Bus Shelters

The bus shelters have been installed and the invoices paid.

 

Mr Hollands reported that the removal of the old bus shelter at Tally Ho Corner was

more complicated than expected due to it being attached to the fence.  The shelter also

needed gravel boards along the bottom.  The extra cost was for additional materials and

labour as per his invoice.

 

It was unanimously agreed to add them to the Insurance.  There is no extra charge for this

year but next year’s premium will increase by £26.20.

 

The Clerk will apply for a grant for half the cost of both from KCC.

 

It was unanimously agreed to transfer 4275.00 from money reserved for Village Assets to the

money reserved for Bus Shelters and to pay any money received back from KCC towards

the cost of the Bus Shelters into the Village Asset Account.

 

We have received one complaint from a resident because the shelters are not wooden.

When costing the new shelters it was found that wooden shelters would have cost parishioners

in the region of £6000 each.

 

New Play Equipment

The new Play Equipment has been installed.

 

The Clerk will contact Zurich Municipal and insure it for the purchase price.

 

Mrs Hawkes said she would ask Mr Brady to send the Recreation Committee’s donation

towards the cost to the Clerk.

Risk Assessment/Risk Inspection/ROSPA Report

Miss Smith and Mr Buss undertook a Risk Assessment on behalf of the Parish Council.

It is with the Clerk who is in the process of completing the forms.    

 

The Clerk was asked to write to Mr Howe and thank him for his work around the village

delivering the newsletter and litter picking.  She was also asked to remind him that we

will provide all the necessary equipment he needs to undertake the above and not to

do anything that might put him at personal risk.

 

The Clerk was asked to write to BT regarding the telephone pole along Bethersden Road.

    

Newsletter

The last edition was delivered in June.

 

Crime and Disorder/Neighbourhood Watch

         We have received a Ringmaster Message informing us that a workshop was broken into

         along Tally Ho Road overnight on Saturday 5th and Sunday 6th July.   

 

         Village Pump

         Nothing to report.     

 

         Appearance of Village

         Mr Hollands has received an offer of help from one resident of the village. 

 

  7.    PUBLIC INTERVAL

There were no Members of the Public present at the meeting.

        

  8.    PLANNING

9.        AFFORDABLE RURAL HOUSING/DEVELOPMENT IN SHADOXHURST

         Resolution       

It was agreed that the results of the recent survey showed that there is insufficient demand for affordable housing in the village.  Councillors unanimously agreed that the

Clerk should contact Richard Hall and inform him that they do not wish to proceed

any further with this matter.

 

10.    OUTSIDE REPORTS

         Recreation Committee

         The Clerk informed Councillors that any activity that takes place on the Recreation Field,

         that is not Parish Council led, may not be covered by our Public Liability Insurance and

she suggested that the Recreation Committee should obtain confirmation that the Football Club has Insurance in place.

 

         Tree Warden

         Nothing to report.

         Borough Councillors Report

         Mr Davison reported that he had been in contact with KCC Highways regarding potholes.

 

         Mrs Hicks reported that the Inspector ruled that when 15 houses are erected on a site

         35% of them should be social housing.

 

         The Parish Council will be getting a report on the Rural Conference held at the

         Rare Breeds Centre.

        

         County Councillors Report  

         Councillor Angell was not at the meeting.

 

     Footpaths

     Nothing to report.

 

11.    VILLAGE RESPONSIBILITIES

         Matters Arising from the Round Robin

         There were no Matters Arising.

 

         Items to be reported to the County Lengthsmen

         The Clerk was asked to report the pot hole in Birchett Lane just before the Sugarloaf.

 

        

12.    FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

         The next meeting will be held one week early on 6 August 2008.
