APOLOGIES FOR ABSENCE
An Apology for Absence was received from Mr H Clark (Prior Engagement) and
County Councillor Angell.

DECLARATIONS OF INTEREST
M Buss, Mr Howe and Mr Pilton declared a personal interest in matters pertaining to
Shadoxhurst Recreation Committee.

Councillors are reminded that they should update their Declarations of Interest with
the Monitoring Officer if necessary.

There were no Members of the Public present.

ACCEPTANCE
OF MINUTES OF PREVIOUS MEETING
Minutes 319 of the previous meeting were accepted and it was unanimously agreed
that Mr Hollands should sign them.

Resolution: Councillors unanimously agreed to pay the
above accounts.

agreed the premium for the year 2010/2011. Mr Hollands took the
renewal documents to check.
Newsletter
Mrs Tyrer is unable
to undertake the role of editor of the Newsletter. It was agreed to
advertise the vacancy in the next edition.

Appearance of Village
We will be unable to plant the bulbs in the
planters until the weather improves.
Play
Area
Mr Pilton reported that he had handed all the
paperwork regarding the proposed slide to
Mr Clark as he is applying for grant funding.
Annual Play Area Safety Inspection
The
Clerk reported that Digley Associates have agreed to undertake the Annual Inspection.
She
has cancelled the contract with Playsafety Ltd.
Archiving of Minutes
The
Clerk reported that she had contacted the Centre for Kentish Studies who told
her
that they are unable to take any minutes in for at least 2
years. Councillors are satisfied
that the minutes will be safe in the filing cabinet for the
foreseeable future.

Recreation Committee
The Recreation Committee have not had a
meeting.

Nothing
to report.
Borough
Councillors Report
Mr
Davison reported that the Inspectors decision regarding the Cobtree Meadow
site
in Woodchurch has been received. The Inspector dismissed the appeal but has
given
the applicants 18 months to comply. The appellants may
decide to take their appeal to
the High Court or the Court of Human Rights at
between the Inspector and the Court. This is a very important decision and could
affect
future cases.
The
highways will be in a poor state of repair once the snow clears. It is essential to
give the exact location when registering potholes.
Mrs
Hicks reported that she was a member of the group looking at the Borough
Councils
budget. At the moment
ABC are £44,000 in the red, but they are hopeful that the accounts
will balance by the end of the financial year.

Mrs
Hicks gave Miss Smith a copy of the decision notice regarding Cobtree Meadow.
Councillor Angell was not at the meeting.

11. FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS
Miss Smith reported that she was going to visit BRE with the Chilmington Green group.
Mr Pilton informed councillors that he is moving within the next month and offered his
resignation. Mr Hollands asked him to submit it to him in writing. Mr Hollands thanked
Mr Pilton for all his help and support and for all the work he has done around the village
during his time on the Council.
