Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

on Wednesday, 10 February 2010 at 7.30 pm

1.        APOLOGIES FOR ABSENCE

An Apology for Absence was received from Borough Councillors, Mrs A Hicks,

Mr P Davison and County Councillor Mr M Angell

 

2.        DECLARATIONS OF INTEREST

M Buss and Mr Howe declared a personal interest in matters pertaining to

Shadoxhurst Recreation Committee.

 

i)    Updating of Declarations of Interest for the Code of Conduct

              Councillors are reminded that they should update their Declarations of Interest with

              the Monitoring Officer if necessary.

 

3.        PUBLIC INTERVAL

There meeting was open to the Members of the Public present from 7.35 – 7.50 for

questions and comment.

 

4.      ACCEPTANCE OF MINUTES OF PREVIOUS MEETING      

 Minutes 320 of the previous meeting were accepted and it was unanimously agreed

 that Mr Hollands should sign them.

6.      CHAIRMAN’S REPORT

 The Chairman raised the issue of the possible closure of Shadoxhurst Church.

 

         After discussion it was agreed that he would contact the Rev Sheila McLachlan and

         arrange a meeting to discuss this issue.

     Resolution:  Councillors unanimously agreed to pay the above accounts.          

    

     Insurance

     Mr Hollands confirmed that all the Insurance Documentation is in order.

 

     Newsletter

Resolution:  It was unanimously agreed to increase the Clerk’s hours to 6 per week in order to allow her time to produce the Parish Newsletter.  The matter of printing the publication will be discussed again at a future meeting.

Crime and Disorder

Nothing to report.

 

         Appearance of Village

The Clerk purchased the plaques and Mr Buss will arrange for them to be put onto the planters

 

Play Area  

         We have been awarded a grant for £1773 towards the cost of a new slide, from our

         County Councillor, Mike Angell. 

 

         Two written quotes have been received, one for £6885.00 and one for £6321.00.

 

         The Recreation Committee has agreed to pay up to 50% of the cost.

 

Resolution:  As the slide needs to be installed by the end of March to enable us to secure the grant from Councillor Angell, the Clerk was asked to try and obtain a third quote and contact councillors during the month in order that a decision can be made.  In the event that a third grant is not forthcoming, Councillors agreed that the Clerk should to accept the quote for £6321.

  9.    OUTSIDE REPORTS

         Recreation Committee     

          The Recreation Committee have not had a meeting. 

 

         Tree Warden

         Nothing to report.

 

         Borough Councillors Report

     Neither Councillor was able to attend the meeting.

 

         County Councillors Report  

         Councillor Angell was not at the meeting.

 

         Footpaths

12.    VILLAGE RESPONSIBILITIES

         Matters Arising from the Round Robin

         There were no Matters Arising.

 

         Items to be reported to the County Lengthsmen

         Mrs Holman reported that she met with 2 residents of Church Lane and Mr Peter Burton

         from Kent Highway Services in church Lane recently.  Mr Burton accepted that the

         ditches are the responsibility of KHS and agreed to put in an order for them to be cleaned

         out.  The Clerk will follow this up.

 

Large pothole in the middle of Church Lane – TN26 1LY –  2760 – Scheduled for completion 09.02.10

         Subsidence opposite entrance to Nickley Wood – TN26 1LY – 2762 – Scheduled for

         completion 09.02.10

         Ditch flooding, Church Lane TN26 1LY – 1040 4960 – Enquiry being processed.

 

        

13.    FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

          It was reported that a 4 x 4 had demolished the bus shelter on the corner of Farley Close.

 

         Miss Smith reported on her visit to the BRE Innovation Project at Watford with the

         Chilmington Green Development Group.  

        

         There being no other business the meeting closed at 9.15 pm.
