Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

on Wednesday, 8 December 2010 at 7.30 pm

 

PRESENT:                                              Mr W Hollands (Chair), Mr R Buss and Mr B Howe

MEMBERS OF THE PUBLIC:         There was one Member of the Public present for part of the meeting.

 

1.   APOLOGIES FOR ABSENCE

An Apology for Absence was received from Mrs L Holmans (family commitment),

Mrs C Hutchins (work commitment) Miss M Smith, (belated) Mrs A Hicks and

Mr P Davison.

 

2.    DECLARATIONS OF INTEREST

Mr Buss and Mr Howe declared a personal interest in matters pertaining to

Shadoxhurst Recreation Committee.

 

i)    Updating of Declarations of Interest for the Code of Conduct

                  Councillors are reminded that they should update their Declarations of Interest with

                  the Monitoring Officer if necessary.

 

3.   PUBLIC INTERVAL

The meeting was open to the Members of the Public present from for questions and comment from 7.35 – 7.42.

 

4.   ACCEPTANCE OF MINUTES OF PREVIOUS MEETING  

 Minutes 331 of the previous meeting were accepted and it was unanimously agreed

 that Mr Hollands should sign them.

Mr Hollands had nothing to report that was not on the agenda.

             Various emails in relation to the Concurrent Functions Grant were read out to those present.

             Following discussion, councillors decided not to respond.

Current Account.  Earmarked funds following this meeting amount to £5832.95.

Resolution:  Councillors unanimously agreed to transfer the money from the recycling account to the account earmarked for expenditure on Village Hall assets.

 

Budget 2011/2012 and setting of Precept

Councillors discussed and agreed the budget.  Please see attached.

 

Resolution:  Councillors unanimously agreed to set the Precept for the Financial Year

2011-2012 at £11440.00.

 

Child Protection Policy

              Deferred until the January meeting.

 

Equal Rights Policy

Deferred until the January meeting.

The latest copy has been delivered.

 

Website

The Clerk was asked to obtain figures from 2 other parishes and contact a Webmaster with regard to setting up a new website for Shadoxhurst.

Crime and Disorder     

              Nothing to report.

 

            Appearance of Village      

            Mr Hollands has planted the winter flowering pansies in the Parish Council planters.

 

Play Area

Nothing to report.

 

Risk Assessment

Mr Buss completed the Risk Assessment during the month.  The following items still need attention:-

The gates have still to be painted

The sign warning children to be wary of strangers has gone

The deep water sign is missing

The fire doors in the hall need attention

The escape path round the back of the village hall has been partially cleared

There is no emergency sign in the hall or the pavilion

The seat by the Pump needs treating

Rust is showing through the new paint on the Pump

The litter bin at Farley Close needs concreting in

The seals round the edge of the notice boards need replacing with mastic

Wicksteed are dealing with the problem of rust on the slide.

 

Mr Buss will deal with the majority of the above.

Mr Hollands and Mr Buss will organise replacement.

 

Shadoxhurst Pavilion

Replacement of Water Heater.

A quote to replace the water heater in the Pavilion has been received from Mr Fenton of

Delamere Plumbing & Design.

 

Resolution:  Following discussion, councillors unanimously agreed to accept

Delamere Plumbing & Design’s quote for £263.06 to replace the water heater in the Pavilion.

 9.        OUTSIDE REPORTS

            Recreation Committee               

            The balance sheet for bonfire night has not yet been received.

            Borough Councillors Report

              Councillors Hicks and Davison sent their apologies but there were attending a

              Planning Meeting at ABC.

 

            County Councillors Report  

            Councillor Angell was unable to attend the meeting.

 

            Footpaths

            Mr Howe reported that the footpath at the bottom of Duck Lane is pointing the wrong way.

            He will inform the Public Rights of Way Officer.   

           

              Matters Arising from the Round Robin

              The Clerk has not received the Round Robin back.

 

            Items to be reported to the County Lengthsmen

            A job has been raised by KHS to improve the verges along Bethersden Road and

            Hornash Lane.

 

11.       FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS
