of the Ordinary Parish Council Meeting held at The Pavilion,
Shadoxhurst
on
PRESENT: Mr W Hollands (Chair), Mrs G Hawkes, Miss M Smith
Mr R Buss, Mr B Howe and Mr A Pilton

MEMBERS OF THE PUBLIC: There were 6 Members of the Public present.
1.
APOLOGIES FOR ABSENCE
An Apology for Absence was received from Mrs A Hicks (ABC Planning Committee).
2.
DECLARATIONS OF INTEREST
Mrs Hawkes, Mr Howe and Mr Pilton declared an interest in matters pertaining to the Recreation Committee.
i)
Updating of Declarations of Interest for the
Code of Conduct
The Clerk reminded Councillors that they should update their Declarations of Interest
with the Monitoring Officer if necessary.
3.
ACCEPTANCE OF MINUTES OF PREVIOUS MEETING
Minutes 302 of the previous meeting were accepted and it was unanimously agreed that
Mr Hollands should sign them.

MATTERS ARISING
There were no
Matters Arising.
5.
CHAIRMANS REPORT
The Chairman reported that we have received a
letter from Openreach regarding the telegraph pole. The Clerk had also been contacted by
telephone and had given them
Mr Hollands number so that
they can contact him and arrange to meet him when they inspect the pole.

A resident contacted Mr Hollands to report
the fact that quad bikes were being driven
across the Recreation Field. It was agreed that if it happens again we
will put up
No Quad Bike signs.

We received a donation for £1000 from the Recreation Committee towards the cost of the

Annual Accounts
The Annual Accounts have been received back from the District Auditor with no
Matters Arising. The Completion of Audit Notice and a copy of the accounts have been posted on the notice board.

Councillors unanimously agreed to adopt the
audited accounts for the year ended
Councillors will review the Fixed Asset Register, the Risk Assessment and the insurance details within the next few weeks.
The Clerk reported that the Internal Auditor had suggested carrying out a mid-year audit
at no extra cost to the Council, to cut down the amount of work that has to be done in April. Councillors unanimously agreed to this suggestion.
New Play
Equipment
This has been installed and the invoice paid
tonight. The Clerk will complete the
paperwork for the grant and send it to ABC.
Risk
Assessment/Risk Inspection/ROSPA Report
Nothing to report.
Newsletter
The next edition is due out in September.
Crime and Disorder/Neighbourhood Watch
We received information via the Ringmaster Messaging System that a quad bike and some
oil was stolen
during the month.
Village
Pump
Mr Buss reported that he had been contacted by the contractor who had promised to send
his Public
Liability Insurance to him.
Appearance
of Village
We have received an offer of help from Shadoxhurst Gardening Club. It was agreed to
look into the cost of planters to place around the Village Hall in the first instance, ready
for next Spring.
We need more help if we are to extend the scheme around the Village.
A letter was received from a local resident who suggested that the appearance of Shadoxhurst
would be greatly enhanced if all residents kept the front of their property tidy.

8. PLANNING
Please see attached list.
The Clerk reported that the Ashford Area Committee of the KALC had written to ABC
expressing their concern that there is only one part time Enforcement Officer at the
moment. It was suggested that all Parishes should write. Councillors agreed to send
a similar letter.
The Clerk reported that she had been approached by the Churchwardens as they were
concerned that a brick wall is being built on land within the curtilege of Chimera.
She contacted ABC and was told that Planning Permission was not needed provided the
wall was under 1 metre in height. Mr Hollands said he would look at it.
9. OUTSIDE
REPORTS
Recreation Committee
Arrangements are underway
for Bonfire Night which is planned for 25 October.
Tree Warden
Mr Hollands reported that
the White Beam Tree on The Green has died and will have to be
taken
down.
Borough Councillors Report
Neither
Borough Councillor was able to attend the meeting.
Councillor Angell was not at the meeting.
Footpaths
Mr
Howe reported that the rubbish has been cleared from the Blindgrooms footpath.
10. VILLAGE RESPONSIBILITIES

11. FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS
It was noted that Future Scholars had left some of their toys around the outside of the
Village Hall. Mr Howe will ask them to move them for the summer, or we will have to
dispose of them.
