Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

on Wednesday, 8 April 2009 at 7.30 pm

MEMBERS OF THE PUBLIC:    There were no Members of the Public present.

 

1.        APOLOGIES FOR ABSENCE

An Apology for Absence was received from Mr H Clark (prior engagement),

Borough Councillor Hicks, Borough Councillor Davison and County Councillor Angell.

 

2.        DECLARATIONS OF INTEREST

Mrs Hawkes, Mr Buss, Mr Howe and Mr Pilton declared a personal interest in matters

pertaining to Shadoxhurst Recreation Committee.

 

i)    Updating of Declarations of Interest for the Code of Conduct

              The Clerk reminded Councillors that they should update their Declarations of Interest

              with the Monitoring Officer if necessary.

 

2.        ACCEPTANCE OF MINUTES OF PREVIOUS MEETING      

 Minutes 310 of the previous meeting were accepted and it was unanimously agreed that

Mr Hollands should sign them.

3.        MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES

There were no Matters Arising.

        

4.        CHAIRMAN’S REPORT

We have had a request to plant trees and plants in Nairne Close.  Unfortunately we are

unable to consider this request as we do not own the land.

     Resolution:  Councillors unanimously agreed to pay the above accounts.

 

          Insurance

          The Policy document from Norwich Union was added to the Round Robin to enable

          Councillors to check that they are satisfied with it.

Newsletter

The Clerk expressed reservations about flyers advertising local businesses being delivered

with the Parish Council Newsletter.  Councillors did not share her concerns.

 

Crime and Disorder

Nothing to report.

 

         Village Pump

         Mr Howe will fill in the sides with mastic.

 

         Appearance of Village

         The wooden planters have been delivered.  Mr Hollands will arrange for them to be

         delivered to the Village Hall Car Park, Mr Howe will spray them with Cuprinol

         and Mrs Hawkes will organise the planting.

        

     Litter Picker

The Clerk reported that Mrs Prior had started work.  We should now register with the HMRC

and start operating PAYE.  Some councillors present were not totally in agreement

with this, but it was eventually decided that the Clerk should register the Parish Council as

an employer.

    

Village Hall Floor

The floor is being laid next week.  Mr Pilton will arrange for a cheque to be sent to the

Clerk from Shadoxhurst Recreation Committee.

 

Village Hall Heaters

Deferred to a future meeting.  The item will remain on the agenda.

 

 8.     PUBLIC INTERVAL

         There were no Members of the Public present.

 

 9.     PLANNING

Please see attached list.

  

10.    OUTSIDE REPORTS

         Recreation Committee

         Future Scholars have asked whether they can put a gate across the path at the back of the

         Village Hall.  Mr Pilton will ask them to write to the Clerk with the details.

         This item will be included on the next agenda, as will External Repairs to the Village Hall.

        

         Tree Warden

         Nothing to report.

             

         Borough Councillors Report

Neither Mrs Hicks nor Mr Davison were able to attend the meeting.

         County Councillors Report  

         Councillor Angell was not at the meeting.

        

         Footpaths

     Mr Howe read out the contents of a letter he had received from the Public Rights of Way

     Officer.

 

11.    VILLAGE RESPONSIBILITIES

         Matters Arising from the Round Robin

         There were no matters arising.

 

         Items to be reported to the County Lengthsmen

         The potholes on the junction of Bethersden Road and Woodchurch Road.

         Many of the verges along the lanes around the village are falling away, making it

         difficult to drive on the left.

 

12.    FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS
