Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

on Wednesday, 9 April 2008 at 7.30 pm

 

PRESENT:                                     Mr W Hollands (Chair), Mrs G Hawkes, Miss M Smith,

MEMBERS OF THE PUBLIC:    There were 4 Members of the Public present for part of the meeting

 

1.        APOLOGIES FOR ABSENCE

There were no Apologies for Absence

 

2.        DECLARATIONS OF INTEREST

Mrs Hawkes, Mr Howe and Mr Pilton declared an interest in matters pertaining to the Recreation Committee.

 

i)    Updating of Declarations of Interest for the Code of Conduct

              The Clerk reminded Councillors that they should update their Declarations of Interest

              with the Monitoring Officer if necessary.

 

3.        ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

 Minutes 298 of the previous meeting were accepted and it was unanimously agreed that

Mr Hollands should sign them.

  7.    PUBLIC INTERVAL

         The meeting was opened to Members of the Public for questions and comments from 7.50

         to 8.05.

4.        MATTERS ARISING

The total cost of the play equipment is £6140.  The Council hope to obtain grant funding

for around half of the cost.  We therefore estimate that it will cost us in the region of £3052.

 

5.        CHAIRMAN’S REPORT

The water main from Cranbrook Road to Stubbs Cross is currently being installed.

Internal Auditor

The Clerk reported that Mr Funnell would be undertaking the Internal Audit on 6 May.

 

Bus Shelters

The order for the bus shelter has been submitted and acknowledged.

 

New Play Equipment

Grant applications have been submitted to KCC and ABC.

 

Draining the Recreation Field

Nothing to report.  To be removed from future agendas.

 

Risk Assessment/Risk Inspection

The Clerk reported that she had contacted ABC and dog fouling signs cost £15 each. 

 

Resolution:

Councillors unanimously agreed to purchase one sign to erect on The Green      

        

Newsletter

          Nothing to report.

 

Crime and Disorder

          Following an email from PC Brosnan, the Clerk was asked to sign up to receive Ringmaster

          Messages by email.  She will then forward them to all Councillors who have email.  

 

          Miss Smith reported back on the Rural Policing Conference which she attended.  The

          conference was led by the Chief Constable.  It was generally agreed that we need more

          visible policing and that was promised.  Delegates also asked for manned switch board,

          rather than an answer phone and for better communication generally once a crime has been

          reported.  Most parishes are experiencing similar problems, with fly tipping top of the list.

 

Registration of Land within the Village

The Clerk was asked to contact Kingsfords and ask for the Shadoxhurst file to be made available for collection.

 

Village Pump

          The repairs to the pump should be completed in the next few weeks.

 

Appearance of Village

          Nothing to report.

 

  9.    AFFORDABLE RURAL HOUSING/DEVELOPMENT IN SHADOXHURST

We are awaiting the results of the survey from AwCRK

 

10.    OUTSIDE REPORTS

         Recreation Committee

         Nothing to report.

We have received a letter informing us that TPO No 1, 2008; Chimera (Formerly Kendal) House has been confirmed without modification

 

         Borough Councillors Report

         Neither Borough Councillor was present.

          

         County Councillors Report  

         Mr Angell reported that the Freedom Bus Pass for 11-18 year olds is to be launched in

April 2009. 

 

Mr Angell informed councillors that he had spoken to KCC Highways regarding the state

of Woodchurch Road.  He suggested we contact them and ask for the next scheduled date

for resurfacing the road.

 

Mr Angell said he is working with Kent Adult Social Services on a draft strategy paper regarding the fact that many older people are isolated.  It is hoped that it will encourage people to become volunteers and befriend an older person.

 

     Footpaths

     Nothing to report.

    

11.    VILLAGE RESPONSIBILITIES

         Matters Arising from the Round Robin

         There were no Matters Arising.

        

         Items to be reported to the County Lengthsmen

         The Clerk will contact ABC and inform them that we have serious problems with potholes

         in most of the roads and lanes around the Parish.

 

12.    FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

         Mr Buss reported that he had been asked whether the light on the Village Hall could be

         adjusted so that it does not shine in the eyes of drivers turning into Hornash Lane from

         Woodchurch Road.

 

         The Village Hall ceiling was leaking earlier in the week.      

 

         There being no other business the meeting closed at 9.31 pm.
