Minutes of the meeting held at the Pavilion, Hornash Lane on Wednesday, 14 April 2004 at 7.30 pm

 1. APOLOGIES FOR ABSENCE

Were received from Mr P Davison. And Mrs A Missions.

  2. DECLARATIONS OF INTEREST

Mrs Hawkes declared an interest in the Scouts and Guides and the Recreation Committee.

Mr Brady declared an interest in matters relating to the Recreation Committee.

      i) Updating of Declarations of Interest for the Code of Conduct

 The Clerk reminded Councillors that they should update their Declarations of Interest with the Monitoring Office if necessary.

 A letter has been received from the Standards Board regarding the Register of Members Interests

  3. ACCEPTANCE OF MINUTES

Minutes 250 were accepted and it was unanimously agreed that Mr Hollands should sign them.

  4. MATTERS ARISING

There were no Matters Arising.

    5.CHAIRMAN’S REPORT

Mr Hollands reported that he attended the recent Parish Forum together with Mr Brady  and Mrs Batt. Among the items discussed were the Local Development Framework and the way the area is expected to be developed over the next 10 – 20 years.The settlements that are likely to be most affected are Tenterden, Wye, Mersham and Hamstreet. Service villages were discussed as was the importance of the Wish Lists submitted by parishes.

Shadoxhurst is part of the Greater Ashford Development Framework, but it is hoped that the majority of the development will stop at Magpie Hall Road .All villages can expect to have some development in the next 16 years.

Crime and Disorder

It was reported that the South Ashford Police are visiting farms in the area, checking that all

is well as part of the Farm Watch Scheme.

 

Newsletter

Councillors unanimously agreed the format for the Newsletter. It will be printed and  

arrangements made for distribution.

 

 7.PUBLIC INTERVAL

  The meeting was opened to Members of the Public from 8.26 – 8.59 for questions and comment.

 8.PLANNING

9.OUTSIDE REPORTS

 Recreation Committee

 The Recreation Committee have not had a meeting, but it was reported that dog litter is being  put into the litter bins on the Recreation Field. It was agreed to put an article in the Kentish Express asking dog walkers not to do this and also to put signs on the bins.

  Tree Warden

 Nothing to report.

 Borough Councillors’ Report

Nothing to report.

  Footpaths

 The Enforcement Officer is looking into the use of an electric fence on the Farley Close path.   He would also like to know who owns the field opposite the Methodist church as the stile has collapsed.

 10.VILLAGE RESPONSIBILITIES

 Councillors agreed that the Clerk and Mrs Hawkes should liaise, regarding inviting the North Schools Outreach service to visit the village.

 Affordable Housing

 Mrs Hawkes reported that she had spoken to Mr Veasey from Broadway Malyan and told him that the Parish Council would be in touch if necessary. She also reported that she had had discussions with Mrs Meakins from ABC who said that at present no affordable housing was designated for Shadoxhurst. She said that the Farley Close development was definitely supposed to provide housing for local people. She said she would contact Hyde Housing to find out more about the scheme. It was suggested that the Parish Council should keep a waiting list and update it from time to time, in order that it can referred to as and when a house becomes vacant.  It was agreed to include a piece in the next newsletter asking local residents to put their names forward if they would like to be put on the waiting list. If it appears that a lot of people would like the opportunity to buy or rent a property in Farley Close then we will ask Mrs Meakins to conduct an official survey on behalf of ABC.

 Traffic Survey Results

 These were added to the Round Robin for comment by Councillors and the item is to be added to next month’s agenda.

Village Sign

Mrs Ridings is awaiting a meeting with the Developers Agent.Mr Hollands spoke to the Architect who said he was still waiting for a copy of the plans.He said he would keep chasing the developer and Mrs Hawkes said she would chase Mrs Ridings.     

   Village Hall Floor

The work should be completed next week.

Bus Shelter

Planning Permission has been granted and the Queensbury Catalogue was added to the Round Robin.

 Parish Plan

A meeting has been arranged for next week, but as the Countryside Agency has cut funding for Parish Plans it will not be possible for them to progress the plan too far until they find another source of funding.

 11. ANY OTHER BUSINESS

  The Clerk was asked to report the potholes in Hornash Lane to the Highways Department.

 The date for the Village Spring Clean Day has been set for 23 May. Volunteers needed.
