Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst
on Wednesday, 14 September 2011 at 7.30 pm

MEMBERS OF THE PUBLIC: There were 3 Members of the Public present for part of the meeting.
1. APOLOGIES FOR ABSENCE
An Apology for absence has been received from Mrs L Holmans (family commitment).
Councillors formally approved Mrs Holmans’ absence.
2. DECLARATIONS OF INTEREST
Miss M Smith declared a pecuniary interest in Planning Application No11/1046 as it relates to her property.
i) Updating of Declarations of Interest for the Code of Conduct
Councillors are reminded that they should update their Declarations of Interest with
the Monitoring Officer if necessary.
3. PUBLIC INTERVAL
The meeting was opened to Members of the Public present from 7.40 – 7.45 for questions and comments.
4. ACCEPTANCE OF MINUTES OF PREVIOUS MEETING
Minutes 338 of the previous meeting were accepted and it was unanimously agreed that Mr Hollands should sign them.

5. MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES
There were no Matters for Report.
6. CHAIRMAN’S REPORT
The Chairman did not have anything to report that was not covered on the agenda.
7. SHADOXHURST WEBSITE
Nothing to report.
8. MANAGEMENT OF VILLAGE HALL, PAVILION AND RECREATION FIELD
Most of the organisations who rent the hall have now paid in advance and received keys.
It was agreed to send another letter to the gentleman who no longer hires the hall but still
owes rent arrears.
Following discussion councillors agreed, due to the estimated high cost, not to install hand
driers and soap dispensers in the toilets.
Mrs Skates will update the calendar in the village hall on receipt of bookings.
The Clerk will ask Mrs Hickman to advertise the fact that we are not holding a bonfire in the
Kentish Express and make it clear that the gates will not be open for garden rubbish, as they
have been in previous years.

Adoption of Externally Audited Accounts
Omitted from the Agenda in error.
The Annual Return has been received back from the District Auditor with no
Matters Arising. The Completion of Audit Notice and a copy of the accounts have been posted on the notice board.
Resolution: Councillors unanimously agreed to adopt the Externally Audited Accounts.
Clerks Hours of Employment and Salary
Resolution: It was unanimously agreed to increase the Clerk’s hours to 8 per week as
follows:-
5 for Parish Council administration
1 for Newsletter administration
2 for Village Hall administration
It was also unanimously agreed to increase her hourly rate to £11.185 from 1 September.
Insurance
The Council does not self insure any assets.

The Clerk asked for articles to include in the next issue
Crime and Disorder
Nothing to report.
Appearance of Village
The dog bins have been installed as agreed at the June meeting.
Play Area
The mystical needs a minor repair which will be dealt with by Mr Buss.
Risk Assessment
Councillors will carry out a risk assessment in time for the October meeting.
