Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst
on Wednesday, 12 October 2011 at 7.30 pm
PRESENT: Mr W Hollands (Chair), Mrs C Hutchins, Miss M Smith Mr R Buss Mr H Clark and Mr B Howe

MEMBERS OF THE PUBLIC: There were 2 Members of the Public present for part of the meeting.
1. APOLOGIES FOR ABSENCE
An Apology for absence has been received from Miss M Smith (prior engagement).
2. DECLARATIONS OF INTEREST
Mr Hollands declared a pecuniary interest in Planning Application No11/1046 as it relates to a neighbouring property.
i) Updating of Declarations of Interest for the Code of Conduct
Councillors are reminded that they should update their Declarations of Interest with the Monitoring Officer if necessary.
3. PUBLIC INTERVAL
The meeting was opened to Members of the Public present from 7.35 – 8.05 for questions and comments.
4. ACCEPTANCE OF MINUTES OF PREVIOUS MEETING
Minutes 340 of the previous meeting were accepted and it was unanimously agreed that Mr Hollands should sign them.

5. MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES
Miss M Smith left the room while her application was discussed.
6. CHAIRMAN’S REPORT
The Chairman did not have anything to report that was not covered on the agenda.
7. SHADOXHURST WEBSITE
It was agreed to instruct Mr Stanley to renew the website domain and hosting at a cost of £30.
8. MANAGEMENT OF VILLAGE HALL, PAVILION AND RECREATION FIELD
The following organisations have paid for Village Hall keys as follows: -

Flower Arrangers x 1

The Pavilion is now available for hire.
Resolution: Councillors unanimously agreed to charge £7 per hour for the hire of the
Pavilion. Occasional Hirers will be charged a deposit of £50.00, which will be returned
provided the pavilion is left in a clean and tidy condition and that no damage has been
caused during the period of hire.
The Scout Master contacted Mr Hollands and asked whether they could use the Pavilion as
They occasionally have too many scouts to be able to accommodate them in the Scout Hut.
Councillors agreed to this request, provided the scouts are supervised at all times.
Outstanding Rent
We have not received a reply to our letter from the gentleman who owes the council for the
use of the Village hall from January to July.
The Clerk spoke to KALC who advised taking action through the County Court, rather than
selling the debt to a debt collector.
It was finally agreed, after a lengthy discussion, that to avoid incurring any further costs on
behalf of the residents of Shadoxhurst we should send a further letter requesting immediate
payment of £130.50 which is the amount the gentleman in question calculates he owes.

Mr Hollands confirmed that all was in order.
Bank Mandates
The Bank Mandates had to be corrected during the month.
The balance of the Recreation Committee’s Account was paid over to the Parish Council and

The Clerk asked for articles to include in the next issue.
Crime and Disorder
Mr Hollands reported that he had been contacted by the ladies from the Flower Arrangers
Club during their last meeting as a group of youths were causing trouble. He phoned the
PCSO but did not get an answer.
Appearance of Village
An email has been received from a caring villager complaining about dog fouling and the
fact that the residents of Hornash Lane empty their grass clippings on the verge.
Play Area
The mystical has been repaired by Mr Buss.
Risk Assessment
Councillors have carried out the risk assessment and the Clerk was asked to write to
Future Scholars and ask them to remove their items from the top of the cupboards.
If they are not removed within 2 weeks, councillors will remove and dispose of them as they are a safety hazard to other hirers of the hall.
