Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

on Wednesday, 8 June 2011 at 7.30 pm

 

PRESENT:                                             Mr W Hollands (Chair), Mrs C Hutchins, Miss M Smith, Mr R Buss, and Mr B Howe

MEMBERS OF THE PUBLIC:         There were 2 Members of the Public present for part of the meeting.

 

 1.     APOLOGIES FOR ABSENCE        

An Apology for Absence has been received from Mrs L Holmans (family commitment), and Mr H Clark (previous engagement).

 

 2.     DECLARATIONS OF INTEREST

There were no Declarations of Interest.

i)    Updating of Declarations of Interest for the Code of Conduct

                  Councillors are reminded that they should update their Declarations of Interest with

                  the Monitoring Officer if necessary.

 

3.      PUBLIC INTERVAL

The Members of the Public present did not have any questions or comments.

 

 4.     ACCEPTANCE OF MINUTES OF PREVIOUS MEETING  

 Minutes 336 of the previous meeting were accepted and it was unanimously agreed

 that Mr Hollands should sign them.

 

  5.    MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES

         There were no Matters for Report that were not included on the agenda.

 

  6.    CHAIRMAN’S REPORT

 The Chairman did not have anything to report that was not included on the agenda.

 

 7.    SHADOXHURST WEBSITE

The website has been transferred into the Parish Council’s name.

  

  8.       MANAGEMENT OF VILLAGE HALL, PAVILION AND RECREATION FIELD FOLLOWING RESIGNATION OF MEMBERS OF SHADOXHURST RECREATION 

              COMMITTEE

              Following discussion on the recent resignation of the members of Shadoxhurst Recreation

              Committee, councillors resolved upon the following:-

 

              Resolution:  As we have not had any interest from anyone willing to form a Recreation

              Committee, it was unanimously agreed that the Parish Council will take over the running

              of the Village Hall, Pavilion and Recreation Field.

 

              Mr Brady handed all the documentation over to the Parish Council.

 

              Mrs Skates agreed to continue as Booking Clerk.

 

              The Clerk will administer the finances                                                                                          

 

  9.       TENDERS FOR VILLAGE HALL CLEANING

              Tenders were invited, during the previous month, for someone to clean the Village Hall

              for 2.5 hours per week.  One tender was received from:-

 

              Ms C St.John-Bell - £25.00

 

              Resolution:  Councillors unanimously agreed to accept the tender from Ms St.John-Bell.

            Crime and Disorder     

            Nothing to report.            

 

            Appearance of Village      

            The Clerk reported that she had spoken to the Dog Warden who is willing to consider putting

            a dog bin in the Hornash Lane entrance to the Blindgrooms Bridleway and the

            Hornash Lane entrance to the Church Lane Bridleway.  He also suggested that we consider

            putting a bin in the vicinity of the play area for the use of dog walkers who use the field at the

            back of the Recreation Field.

 

            Resolution:  Councillors unanimously agreed to install a lockable dog bin in the vicinity

            of the play area on the Recreation Field, an unlocked one at the Hornash Lane

            entrance to the Blindgrooms Bridleway and the Hornash Lane entrance to the

            Church Lane Bridleway.

 

            There is a lot of rubbish along Church Lane.  The Clerk will inform the Litter Picker.

 

            Play Area

            Mr Buss reported that the marks on the slide were not rust, but residue from the areas that

            were welded together when the slide was made.  The marks have been polished out by an employee of Wicksteed.

 

            Risk Assessment

            The following items still need attention:-

            The gates have still to be painted

            The sign warning children to be wary of strangers has gone

            The deep water sign is missing

            There is no emergency sign in the hall or the pavilion

            The seals round the edge of the notice boards need replacing with mastic

 

            Mr Buss is deal with the majority of the above.

            Mr Hollands and Mr Buss will organise replacement signs.

 

11.       PLANNING

              Please see attached list.  

 

              An Enforcement Notice has been issued by ABC in relation to Land south West of Hillcrest,

              Church Lane.  It was reported that the applicants have lodged an appeal in respect of this

              notice.

             

12.       OUTSIDE REPORTS

            Recreation Committee               

            The members of this Committee all stood down on 18 May 2011 and the Committee has been

            disbanded.  This item to be removed from future agendas.

 

           Tree Warden

            A resident of Woodchurch Road wishes to cut some boughs off of an oak tree.

            Borough Councillors Report

              Mr Davison thanked everyone who supported him in the recent election.

 

              He reported that Peter Wood has been re-elected as Leader with Jerry Clarkson as his

              Deputy.  The Executive will not be called The Cabinet.  Mr Davison is concerned that this

              means that many policies will now be announced without prior discussion with elected

              Borough Councillors.

 

              The Borough Council wants to press ahead with its housing policy and Mr Davison will  

              actively support the views of the residents who believe that low cost housing is

              of prime importance in the Borough as many young people are unable to afford to buy a

              home.  Unfortunately the developers are often not interested in building these homes.

 

              The control of affordable housing in the villages should be in the hands of the Parish

              Council.

 

              The Government are saying that families who earn over £100,000 a year should not be

              entitled to a Council House. 

 

              There is still a great deal of concern regarding the Chilmington development.  The initial

              phase of the development is for 3350 houses and will impact on Shadoxhurst, causing

              congestion on local roads and on the A28   

 

              The Police in Kent are going to lose 500 front line staff and 1000 support staff.  The

              number of visible police is going to be kept as near as possible to the current level.

 

            County Councillors Report  

            Councillor Angell was not at the meeting.

 

            Footpaths

            Nothing to report.

           

13.         VILLAGE RESPONSIBILITIES     

              Matters Arising from the Round Robin

              There were no Matters Arising.

 

            Items to be reported to the County Lengthsmen

            There were no items to be reported.

 

14.       FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

           We will contact ABC regarding some rubble that has appeared in Duck Lane.

 

            There being no other business the meeting closed at 10.10 pm.
