Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst
on Wednesday, 13 July 2011 at 7.30 pm
PRESENT: Mr W Hollands (Chair), Mrs L Holmans, Mrs C Hutchins, Miss M Smith and Mr B Howe
PARISH CLERK: Mrs J Batt

COUNTY COUNCILLOR:
MEMBERS OF THE PUBLIC: There were 3 Members of the Public present for part of the meeting.
1. APOLOGIES FOR ABSENCE
An Apology for absence has been received from Mr R Buss, (family commitment).
No apology was received from Mr Clark.
2. DECLARATIONS OF INTEREST
There were no Declarations of Interest.
i) Updating of Declarations of Interest for the Code of Conduct
Councillors are reminded that they should update their Declarations of Interest with
the Monitoring Officer if necessary.
3. PUBLIC INTERVAL
The meeting was opened to Members of the Public present from 7.36 – 7.52 for questions and comments.
4. ACCEPTANCE OF MINUTES OF PREVIOUS MEETING
Minutes 337 of the previous meeting were accepted and it was unanimously agreed
that Mr Hollands should sign them.

5. MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES
There was an error on the figures reported in the June Minutes under Bank Reconciliation.
Please see item 10 for correct figure as at today’s date.
6. CHAIRMAN’S REPORT
The Chairman did not have anything to report that was not included on the agenda.
7. SHADOXHURST WEBSITE
Mr Stanley was present at the meeting and after discussion councillors unanimously agreed the following:
Resolution: Councillors unanimously agreed to contract Mr Stanley to continue as Webmaster for the Shadoxhurst Website until March 2013.
8. MANAGEMENT OF VILLAGE HALL, PAVILION AND RECREATION FIELD
Booking Clerk
It was agreed to accept the verbal tender, to be confirmed by email from Mrs Skates to
continue as Booking Clerk for Shadoxhurst Parish Hall at a cost of £25 per month.
Caretaker
It was agreed to accept the verbal tender, to be confirmed by email from Mr Major to
continue as Caretaker for Shadoxhurst Village Hall for £45 per month.
It was also agreed to pay Mr Major £5 to inspect the hall following occasional bookings.
After his inspection Mr Major will advise Mrs Skates as to whether or not she can refund the
deposit to the hirer.
If the hall needs cleaning following an occasional booking, Mr Major will immediately inform
Mrs St-John Bell.
Cleaner
Ms St-John Bell was contracted to clean the hall at the last meeting.
Finance
The Parish Clerk will administer the finances.
Mrs Skates will bring all monies received for occasional bookings to the Parish Council
meetings.
General Administration
The Clerk will deal with all general administration.
Hiring Arrangements
The Booking Clerk will be given a diary and will now be responsible for all bookings, not
just those for the weekends.
Hiring Fees
Resolution: Councillors unanimously agreed to increase the charge for hiring
Shadoxhurst Village Hall to £7 per hour, to include electricity.

Appearance of Village
Mr Hollands reported that the plants in the planter had died due to lack of water.
The Mares Tail in the car park has been sprayed.
Play Area
Nothing to report.
Risk Assessment
The following items still need attention:-
The gates have still to be painted
The sign warning children to be wary of strangers has gone
The deep water sign is missing
There is no emergency sign in the hall or the pavilion
The seals round the edge of the notice boards need replacing with mastic
Mr Buss is deal with the majority of the above.
Mr Hollands and Mr Buss will organise replacement signs.
Mrs Hutchins took the Risk Assessment folder and will carry out a risk assessment and
Check that the insurance is still adequate.

Change of use of redundant agricultural buildings to employment use
(B1 light industrial and B2 general industrial). Alterations to external
elevations. Provision of car parking facilities
Parish Council: Support with the following comments:-
The Parish Council requests the Borough Council to ensure that the parking
spaces do not encroach upon the Public Footpath on the Western side.
A local resident has reported that Buildings 1 & 2 are Grade II listed buildings.
The Parish Council ask the Borough Council to verify whether this is the case.
Councillors are concerned about the increased amount of traffic using
Bromley Green Crossroads.
Councillors consider the entrance onto Hornash Lane is not an adequate turning circle for lorries entering and exiting the development

Councillors are concerned that the application shows 11 car parking spaces

existing buildings, installation of paint spray booth & extractors, installation of

The members of Shadoxhurst Parish Council are not happy with the siting of
the LPG tanks which appear to be alongside a public footpath and could
represent a health and safety issue.
With regard to the spray booth extractor, we would like confirmation that this
will be inspected regularly to ensure it is properly maintained.
