Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

on Wednesday, 14 December 2011 at 7.30 pm

 

PRESENT:                      Mr W Hollands (Chair), Mrs L Holmans, Miss M Smith Mr R Buss, and Mr B Howe

MEMBERS OF THE PUBLIC:         There were no Members of the Public present.

 

Mr Hollands reported that he had received a letter of resignation from Mrs Caron Hutchins, to take effect immediately.

 

Councillors expressed their thanks to Mrs Hutchins for all her help and support during her time on the Council.

 

1.      APOLOGIES FOR ABSENCE

An Apology for Absence has been received from Mr H Clark (prior commitment).

 

2.     DECLARATIONS OF INTEREST

Mr Hollands declared an interest in Planning Application no 11/01222/AS as he is the owner of the property.

i)     Updating of Declarations of Interest for the Code of Conduct

                  Councillors are reminded that they should update their Declarations of Interest with the Monitoring Officer if necessary.

 

3.     PUBLIC INTERVAL

There were no Members of the Public present.

4.     ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

   Minutes 343 of the previous meeting were accepted and it was unanimously agreed that Mr Hollands should sign them.

5.    MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES

         There were no Matters for Report.

 

6.    CHAIRMAN’S REPORT

 The Chairman did not have anything to report that was not covered on the agenda. 

7.    SHADOXHURST WEBSITE

Nothing to report.

 

8.     MANAGEMENT OF VILLAGE HALL, PAVILION AND RECREATION FIELD

 Councillors checked the Hiring Agreement during the month and it is now on the website.

 

The Clerk prepared and Councillors approved draft job descriptions for the cleaner and Caretaker  We will invite tenders in January.  The contract will run from April to March.

Councillors unanimously agreed not to transfer monies between accounts following the

change in administration of the Village Hall. 

 

Budget 2012-2013.

Resolution:  Councillors unanimously agreed not to increase the precept for the forthcoming year.  £11440 will be requested from Ashford Borough Council.

Bank Mandates   

Following the resignation of Mrs Hutchins, new mandates will be requested.

  

Insurance

We have received notice that the policy is due for renewal on 26 February 2012.

 

The renewal premium is £1490.72 including 6% insurance premium tax and 5% no claims discount.  The policy excess remains at £250 for each and every claim.

 

Our long term agreement expires on 25 February 2012 and we have been invited to sign a new 3 year binding agreement with Aviva until 25 February 2015, for a one off 5% discount.  Our revised premium for 2012 would be £1416.18.

 

Councillors will check the documents and make a decision at the next meeting.

    

Newsletter

The latest newsletter is being delivered by Mr Howe.

 

Crime and Disorder

Two tables have been stolen from the Village Hall.  Councillors will check the hall after each booking.

 

The roof of the Pavilion has been damaged.

 

Appearance of Village      

The planters have been planted with spring bulbs.

 

The Clerk was asked to contact Mrs Prior and ask her to litter pick Bethersden Road, Church Lane and Criol Lane as far as the stream.

                 

Play Area

Mrs Holmans met with a representative of Wicksteed to discuss suitable for equipment the play area.  Funding will be discussed at future meetings.

 

Risk Assessment

Nothing to report.

 

Grounds Maintenance

Omitted from agenda in error.  Councillors agreed to discuss at this point.

A quotation has been received from KCC Landscape Services to cut the grass in the Recreation Field 12 times at £80.91 per occasion.  Total £970.92.

 

As this falls below £1000, our Financial Regulations state that we only need to obtain one tender and the following was agreed:-

 

Resolution:  Councillors unanimously agreed to accept the tender from KCC Landscape Services to cut the grass on the Recreation Field during the 2012-2013 growing season for £80.91 per occasion.
