Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst
on Wednesday, 10 August 2011 at 7.30 pm
PRESENT: Mr W Hollands (Chair), Miss M Smith Mr R Buss, Mr H Clark
and Mr B Howe

MEMBERS OF THE PUBLIC: There were 4 Members of the Public present for part of the meeting.
1. APOLOGIES FOR ABSENCE
An Apology for absence has been received from Mrs L Holmans (family commitment),
Mrs C Hutchins, (work commitment).
2. DECLARATIONS OF INTEREST
There were no Declarations of Interest.
i) Updating of Declarations of Interest for the Code of Conduct
Councillors are reminded that they should update their Declarations of Interest with the Monitoring Officer if necessary.
3. PUBLIC INTERVAL
The meeting was opened to Members of the Public present from 7.37 – 8.05 for questions and comments.
4. ACCEPTANCE OF MINUTES OF PREVIOUS MEETING
Minutes 338 of the previous meeting were accepted and it was unanimously agreed
that Mr Hollands should sign them.

5. MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES
There were no Matters for Report.
6. CHAIRMAN’S REPORT
The Chairman did not have anything to report that was not covered on the agenda.
7. SHADOXHURST WEBSITE
The details regarding the Village Hall have been updated.
8. MANAGEMENT OF VILLAGE HALL, PAVILION AND RECREATION FIELD
Councillors agreed that all regular hirers must have paid a quarter’s rent in advance before
being given a key. An email informing them of this will be sent.
A recorded delivery letter is to be sent to the gentleman who hired the hall from January to
July but failed to pay any rent, stating that if he does not pay by 10 September we will place
the matter in the hands of our Solicitor.
It was agreed to keep the rent charged to the footballers at £10 per match for the coming
season. The Clerk will inform the Manager of the Club.

Mr Buss asked whether the free trees being offered by KCC would be of any use to
Shadoxhurst, but Mr Hollands said that they were mainly for hedging purposes.

Appearance of Village
The dog bins will be installed shortly.
Play Area
The tower needs a minor repair which will be undertaken by Mr Buss and Mr Hollands.
Risk Assessment
The following items still need attention:-
The gates have still to be painted
The sign warning children to be wary of strangers has gone
The deep water sign is missing
There is no emergency sign in the hall or the pavilion
The seals round the edge of the notice boards need replacing with mastic
Mr Buss is deal with the majority of the above.
Mr Hollands and Mr Buss will organise replacement signs.
Mrs Hutchins will carry out a risk assessment in time for the September meeting.
10. PLANNING
No applications received.
11. VILLAGE RESPONSIBILITIES
Matters Arising from the Round Robin
Mr Hollands brought the letter regarding BOATs to the attention of Councillors.
KCC are intending to place bollards at the entrance to the bridleways and keys will be held
by landowners who have a right to use them. Not all Councillors had seen the letter so it
was circulated again.

There were no items to be reported.
12. OUTSIDE REPORTS

Nothing to report
Borough Councillors Report
Councillor Davison updated Councillors on the Chilmington Green Development.
Ashford Borough Council would like to submit the outline planning application before the
localism bill reaches the Statute Books. He is concerned that Shadoxhurst will suffer
considerably from the construction traffic.
Councillor Davison will be attending the appeal regarding the land to the South West of
Hillcrest. He said he assumed a member of the Parish Council would also be in attendance.
14. FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS
As we are not holding a Bonfire this year we must ensure that the gates to the Recreation
Field are kept closed.
