Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Shadoxhurst

on Wednesday, 13 April 2011 at 7.30 pm

1.    APOLOGIES FOR ABSENCE        

An Apology for Absence has been received from Mrs L Holmans (family commitment), and Mrs C Hutchins (family commitment).

 

2.     DECLARATIONS OF INTEREST

Mr Buss and Mr Howe declared a personal interest in matters pertaining to Shadoxhurst Recreation Committee.

 

i)   Updating of Declarations of Interest for the Code of Conduct

                  Councillors are reminded that they should update their Declarations of Interest with

                  the Monitoring Officer if necessary.

 

3.     PUBLIC INTERVAL

There were no Members of the Public present.

4.     ACCEPTANCE OF MINUTES OF PREVIOUS MEETING  

 Minutes 334 of the previous meeting were accepted and it was unanimously agreed

 that Mr Hollands should sign them.

 

  5.    MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES

         There were no Matters for Report that were not included on the agenda.

 

  6.    CHAIRMAN’S REPORT

 The Chairman did not have anything to report that was not included on the agenda.

 

7.      SHADOXHURST WEBSITE

Mr Buss will take a new photograph of the members of the Council for the Website.

             British Heart Foundation re Recycling Bin

 

             Councillors discussed the request for a Book Recycling Bin for the British Heart Foundation

             and agreed to it being placed in the Village Hall Car Park next to the Air Ambulance Bin.

 

Bank Balance – Statement No 14

The balance stands at £12767.57 in the Treasurers Account and £1759.05 in the

Current Account.

Clerks Salary

HMRC have instructed Parish Councils that Clerks must now be taxed under the

PAYE scheme.  As a result the following was agreed upon:-

 

Resolution:  Councillors unanimously agreed that the Clerk should be paid

 monthly in future.

Newsletter

The newsletter was presented to Councillors and the content agreed.  The Clerk will print

it and deliver to Mr Howe.

Crime and Disorder     

A resident had their van broken into in Nairne Close recently.

 

Appearance of Village      

Following reports of problems with bags of dog mess being left at the entrance to the

Bridleway between Hornash Lane and Blindgrooms Lane, the Clerk was asked to contact

ABC with a view to installing a bin at the entrance and possibly another one at the entrance

to the Hornash Lane to Church Lane Bridleway.

 

Play Area

Mr Buss reported that he is waiting to hear from Wicksteed regarding the repairs to the slide.

 

Risk Assessment

The following items still need attention:-

The gates have still to be painted

The sign warning children to be wary of strangers has gone

The deep water sign is missing

The fire doors in the hall need attention

The escape path round the back of the village hall has been partially cleared

There is no emergency sign in the hall or the pavilion

The seat by the Pump needs treating

Rust is showing through the new paint on the Pump

The litter bin at Farley Close needs concreting in

The seals round the edge of the notice boards need replacing with mastic

Wicksteed are dealing with the problem of rust on the slide.

There is evidence of rat infestation in the field

Socket Covers missing

Items being stored on top of cupboards

Hoover blocking fire exit

Broken Glass next to Recycling Bins

Surface of Baseball Court is cracked

Memorial Seat showing signs of weakness

The remains of bonfire need to be removed.

 

Mr Buss is deal with the majority of the above.

Mr Hollands and Mr Buss will organise replacement signs.

 

The toys have been removed from the rear of the Village Hall.

 

Annual Parish Meeting

This will be held at 7.30 pm on 11 May, prior to the Annual Parish Meeting.

 

  9.       PLANNING

10.       OUTSIDE REPORTS

            Recreation Committee               

            The Clerk was asked to write to Mrs Major and inform her that the Parish Council would like

            The Village Hall accounts to be presented at the Annual Parish Meeting.

 

            Tree Warden

            Nothing to report.

 

            Borough Councillors Report

              Councillors Hicks and Davison sent their apologies as they had to attending a Planning

              Meeting at ABC.

 

            County Councillors Report  

            Councillor Angell updated councillors on the Joint Transport Plan, which still includes discussion about Junction 10A, Cheeseman’s Green and the possibility of a rail link to Manston and Lydd airports.

 

            KCC have made savings of £95 million in their budget, but have safeguarded schools and

            the Community Warden Scheme.  About 1500 back office staff positions are to be made

            redundant.

 

            The Turner Centre Art Gallery is being opened in Margate on Saturday 17 April.

 

            There will be a meeting of the new Locality Board in June.  This Board consists of 7

            Borough Councillors and 7 County Councillors and will be supported by an Officers

            Delivery Board who will carry out the instructions of the Locality Board.

 

            Councillor Angell talked about Children’s Services in Kent following the recent

            OFSTED Report  

 

            Footpaths

            Mr Howe reported that the soil along the bridleway discussed last month was not a speed

            bump although vehicles are driving over it.

           

11.       VILLAGE RESPONSIBILITIES     

              Matters Arising from the Round Robin

              There were no Matters Arising.

            There were no items to be reported.

 

12.       FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS    

         

            There being no other business the meeting closed at 9.23 pm.
